On September 17, the Department of Education and Training of Dong Nai province announced the results of the inspection of the management and implementation of a number of educational activities at private educational institutions in the province and proposed not to assign enrollment targets for the 2024-2025 school year to Le Quy Don Primary, Secondary and High School - Tan Phu district.
Le Quy Don Primary School is a private school, formerly Le Quy Don private boarding primary school, located in Phuong Lam hamlet, Phu Lam commune, Tan Phu district.
According to the school's report, the total number of staff, teachers and employees in the 2023-2024 school year is 45. Of these, 2 are managers, 34 are teachers (19 are permanent, 15 are contract lecturers) and 9 are employees.
However, at the time of inspection, the unit did not have complete personal records of 19 permanent teachers to prove that it met the requirements on standard training qualifications, professional standards, and requirements on the ratio of permanent teachers and teacher quotas as prescribed in Articles 11 and 12 of the Regulations on organization and operation of primary schools, secondary schools, high schools and private multi-level schools issued with Circular No. 40/2021/TT-BGDDT.
In addition, according to the minutes No. 04/BB-XM dated January 9, 2024 of Dong Nai Provincial Social Insurance on verifying the details of the administrative violation case against Le Quy Don Primary, Secondary and High School, Tan Phu District and the principal's confirmation of insurance debt dated September 4, 2024, confirming that up to now, Le Quy Don Primary, Secondary and High School has not yet paid its debt to Dong Nai Provincial Social Insurance due to late payment of social insurance, health insurance, unemployment insurance, occupational accident insurance, and occupational disease insurance for employees and late payment interest with a total amount of more than 3 billion VND.
Proposal not to assign enrollment quota
Regarding professional education activities, the school did not meet the assigned enrollment target, each grade had only one class, and the number of students per class was lower than the regulations. Because the teaching staff was mainly guest lecturers, the implementation of the school's educational plan encountered difficulties in arranging time to organize educational activities; the professional education plan for the required subjects was not complete according to the regulations of the general education program, and the assessment plan was not specific about the requirements for assessing students in each grade.
On the other hand, the school's management staff and all permanent teachers did not participate in the mass training of the 2018 General Education Program Modules. Therefore, the school did not ensure that it met the conditions for implementing the 2018 General Education Program.
Based on the above evaluation results for Le Quy Don Primary, Secondary and High School (Tan Phu district), Director of the Department of Education and Training of Dong Nai province, Truong Thi Kim Hue, proposed that the Department of Education and Training not assign enrollment targets for the 2024-2025 school year.
Le Quy Don Primary, Secondary and High School publicly informs parents of the school's operations according to Notice No. 3888/TB-SGDĐT dated September 11, 2024; Timely resolve the above-mentioned existing problems, ensure sufficient conditions for students of the remaining grades to study according to the educational program prescribed by the Ministry of Education and Training; Prepare plans, develop options, and agree with parents to ensure the learning process of students when competent authorities decide to suspend the school's operations.
Request the implementing unit to implement the recommendations and report the results to the Department of Education and Training before December 15, 2024.
