According to the Plan for implementing administrative unit arrangement and building a 2-level local government organization model in Decision No. 758-QD/TTg, the Ministry of Home Affairs is assigned many important tasks.

In particular, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to develop a Government Decree on regimes, policies, salaries, and responsibility allowances for commune-level cadres, civil servants, and public employees after the reorganization to ensure balance and compliance with the policy of saving and reducing budget expenditures for the apparatus. The completion date is before July 30, 2025.

The Ministry also presides over and coordinates with relevant ministries and branches to develop a Government Decree on the application of specific regimes and policies for administrative units after the rearrangement (highland, border, island areas, etc.). Regimes and policies for cadres, civil servants, public employees, and workers affected by the rearrangement of administrative units; to be completed before May 31, 2025.

In particular, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to submit to the National Assembly the draft Law on Organization of Local Government (amended) before May 5, 2025.
