According to the Plan for implementing administrative unit arrangement and building a 2-level local government organization model in Decision No. 758-QD/TTg, the Ministry of Home Affairs is assigned many important tasks.

In particular, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to develop a Government Decree on regimes, policies, salaries, and responsibility allowances for commune-level cadres, civil servants, and public employees after the reorganization to ensure balance and compliance with the policy of saving and reducing budget expenditures for the apparatus. The completion date is before July 30, 2025.

The Ministry also presides over and coordinates with relevant ministries and branches to develop a Government Decree on the application of specific regimes and policies for administrative units after the rearrangement (highland, border, island areas, etc.). Regimes and policies for cadres, civil servants, public employees, and workers affected by the rearrangement of administrative units; to be completed before May 31, 2025.

In particular, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to submit to the National Assembly the draft Law on Organization of Local Government (amended) before May 5, 2025.

Before June 30, 2025, the Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to advise on the promulgation or promulgate, under its authority, legal documents regulating: Delimitation of tasks, powers, administrative procedures... associated with maximum decentralization and delegation of power to local authorities in the fields of labor, employment and social insurance... when organizing 2-level local authorities.

Issue regulations and instructions on the content, funding, etc. of training, fostering, and professional training for commune-level cadres, civil servants, and public employees after the administrative unit is reorganized; to be completed before September 15, 2025.

In addition, the Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to draft Government documents, including research, determination of roadmap, and guidance on the arrangement and reorganization of villages and residential groups in a streamlined manner, enhancing self-management, and directly serving the lives of local communities. The completion date is before May 31, 2026.

Regarding the orientation of some tasks of arranging administrative units and organizing two-level local governments; on the organization of apparatus, cadres, civil servants and public employees when implementing the arrangement, on April 15, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee for arranging administrative units at all levels and building a model of organizing two-level local governments, signed and issued Official Dispatch No. 03/CV-BCĐ to the City Party Committee, Provincial Party Committee, People's Committees of provinces and cities.

The document clearly states that villages and residential groups continue to be self-governing organizations of residential communities, not administrative levels.

For now, the existing villages and residential groups will be kept intact. After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and provide guidance under the direction of competent authorities on the arrangement and reorganization of villages and residential groups in a streamlined manner, directly serving the lives of the local community.
