Polish Prime Minister Donald Tusk on October 12 announced proposals to reform the European Union's (EU) asylum procedures, including temporarily suspending asylum rights, as part of a larger plan to strengthen Poland's borders and control migration.

The move is aimed at curbing the number of people crossing the country's border with Belarus and seeking asylum in the European Union.

Over the past three years, Poland – a NATO member and EU country – has accused Belarus and Russia of helping thousands of migrants, mainly from the Middle East and Africa, try to enter the country via the EU’s eastern flank. Warsaw has called it a “hybrid attack”.

Speaking at the ruling party congress in Otwock, Prime Minister Tusk said: “One of the elements of the migration strategy will be the temporary and territorial suspension of asylum. I will demand the right to recognise this decision in Europe.”

He claimed that current asylum policies were being exploited by figures such as Belarusian President Alexander Lukashenko and Russian President Vladimir Putin, as well as people smugglers. Prime Minister Tusk stressed that Poland must “regain 100% control over who enters and leaves the country”, claiming that the asylum system was being misused.

Poland's leader has defended the country's strict border controls as a "humanitarian policy" aimed at preventing "catastrophe" in border areas. Tusk accused the previous government, led by the Law and Justice (PiS) party, of creating a "corrupt system" that allowed "hundreds of thousands" of "unwanted" migrants into Poland.
