Ho Chi Minh City District 6 Medical Center has two unlicensed reserve doctors examine eyes and teeth, and a traditional medicine doctor examines pediatrics and ear, nose and throat for students at Binh Tien Primary School.
On November 28, Director of the Ho Chi Minh City Department of Health Tang Chi Thuong said that he had asked the center to stop examining students' health to correct its illegal actions, after receiving feedback. The authorities reviewed the student health examination process in the district, clarified the violations, and prevented the incident from recurring.
The Director of District 6 Medical Center said that there were not enough medical staff to examine and check the health of some specialties due to the pressure of ensuring the progress of health examinations for more than 50,000 students before the first semester, while maintaining medical examinations and treatment and disease prevention in the area. Therefore, this place has trained and arranged a number of medical staff who do not have a certificate to practice medical examinations for students.
This center has been declared qualified by the Department of Health for many years. Most schools in the district have signed contracts with this place to conduct health check-ups at the beginning of the school year for students. This move helps assess nutritional status, monitor health, detect diseases, and promptly refer students to medical facilities.
However, the Director of the Department of Health said that the wrong allocation of human resources is "unacceptable, and it is even more reprehensible when knowing that this is wrong but not asking for the opinion of the direct management level".
Health sector leaders said that if the center lacks personnel, there are still many feasible solutions such as inviting District 6 Hospital or local general clinics to participate in student health check-ups, contacting public and private hospitals to send specialist doctors to support and coordinate participation, especially the type of specialist doctors that the center is lacking.
According to regulations of the Ministry of Health and the Ministry of Education and Training, schools and educational institutions are responsible for implementing periodic health examinations for students at least once a year at the beginning of the semester and selecting a medical facility to sign a contract to perform the examination. The facility for examining students' health must have all the specialties according to the examination content, including pediatrics or internal medicine, eyes, ears, nose and throat, dentistry, and musculoskeletal system.
