The conference of civil servants and workers is an opportunity to promote the ownership of civil servants and workers; enhance the responsibility of the head of the agency or unit in gathering the collective strength and creative capacity of civil servants and workers to perform well the assigned tasks and build a clean and strong agency or unit, and well implement the grassroots democracy regulations in the agency or unit.
Comrade Vuong Vi Tho delivered the opening speech at the conference.
At the Conference, the Organizing Committee approved the following reports: Report on the results of implementing tasks in 2024, directions and tasks in 2025; Report on the results of implementing the democratic regulations in the unit's activities in 2024, tasks in 2025; Report on the results of implementing the resolution of the Conference of civil servants and public employees in 2024; Report on public disclosure of operating expenses, settlement of expenses, assets, equipment and inspection and audit results of the unit; Report on the results of the emulation movement of the agency and trade union in 2024; directions and tasks in 2025. The Conference also approved the draft of the unit's internal spending regulations in 2025 and other expenses.
2024 is an important year for Lai Chau province, marking the 20th anniversary of the separation and establishment of the province. Along with this important event, many cultural and artistic activities have been promoted, and the role of the Center for Culture and Arts has been strongly promoted. Despite many difficulties and limitations in the organization and working conditions, the leadership, staff and employees of the Center are still united and strive to excellently complete the tasks of 2024, ready to take on the tasks of 2025.
Regarding Information and Propaganda activities, the Center has developed 04 new programs to serve political tasks and carried out 115/115 mobile propaganda sessions, reaching 100% of the 2024 plan = 101% compared to the 2023 period. 134 banners, 1,700 red flags, 562 small flags, 500 pairs of swallow-tailed flags were hung; 03 Slogan panels, with 11 new content changes; Successfully organized 12 exhibitions with 1,636 photos and 70 paintings. 22 new propaganda paintings were created.
Regarding performing arts activities: In 2024, the Center staged 01 art program " Spring Colors of Lai Chau" to welcome the new year of Giap Thin 2024 at the Provincial People's Square. 82/80 performances were performed, reaching 103% of the assigned target = 101% compared to the same period in 2023. Of which, the number of performances serving political tasks was 22/20; The number of performances serving the highlands was 60/60. Attracting a total of more than 46,500 viewers.
Regarding Cinema activities: Last year, the Center carried out 590/590 screenings, reaching 100% of the assigned plan target. Of which, there were 472/472 screenings in Region III and 118/118 screenings in Region I.
Regarding mass arts : In 2024, the Center completed the target of conducting 80 sessions to guide mass arts teams to achieve quality in 8 districts and cities, reaching 100% of the assigned plan target . Successfully organized 04/04 provincial-level festivals, competitions, and performances... The Center participated in 3 regional and national festivals, competitions, and performances. The content of the participation program was carefully built and cared for, helping the delegation bring home many high awards such as: At the 2024 National Folk Cultural Performance Competition of Ethnic Groups in Quang Ngai, the delegation won 01 gold medal; 03 silver medals; 01 third prize. At the Mobile Propaganda Contest to celebrate the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024) with the theme 'Returning to Dien Bien', Lai Chau Delegation won 01 gold medal, 02 silver medals and was awarded a Certificate of Merit by the Ministry of Culture, Sports and Tourism for its achievements in hosting the Mobile Propaganda Contest to celebrate the 70th anniversary of Dien Bien Phu Victory Day. At the 7th Then Singing - Tinh Lute Festival of the Tay, Nung, and Thai ethnic groups in 2024, in Hanoi, the delegation won 05 A prizes; 01 B prize; 01 C prize , and was awarded a Certificate of Merit by the Ministry of Culture, Sports and Tourism.
Through the success of participating in regional and national competitions, the Center not only does a good job of preserving and promoting national cultural identity, but also contributes to introducing and promoting the fine traditional cultural values of the ethnic groups of Lai Chau province to domestic and international friends.

Attending and directing the Conference, Comrade Nguyen Xuan Tan, Chairman of the Trade Union of the Department of Culture, Sports and Tourism affirmed that the achievements have shown a strong and united collective of the Center for Culture and Arts... Although facing many difficulties due to the slow completion of the organizational structure, the degraded technical facilities, affecting the progress of work, and the large area of operation, the staff and employees of the Center still overcame all difficulties to successfully complete all assigned tasks. He also encouraged the staff and employees of the Center to continue to promote the spirit of love for the profession, positivity, initiative and creativity in work to more excellently complete the tasks of 2025.
At the Conference, the Provincial Center for Culture and Arts also held a meeting and farewell to 02 comrades who requested to retire and transfer jobs.
