Can Tho Drug Testing Center illegally paid allowances of more than half a billion VND

On July 28, according to a source from Giao Thong Newspaper, Can Tho City Inspectorate has just concluded an inspection on compliance with legal regulations in financial revenue and expenditure management at the Can Tho City Drug, Cosmetic and Food Testing Center (under the Can Tho City Department of Health).

Can Tho City Drug, Cosmetic and Food Testing Center (the center) has the function of advising the Director of the Department of Health in inspecting, supervising and managing the quality of drugs, cosmetics and functional foods that are produced, stored, circulated and used and have a direct impact on health.

During the inspection period from 2021-2023, Can Tho City Inspectorate pointed out many limitations and shortcomings.

Specifically, the center has not yet established revenue and expenditure norms from training activities and has not specified the subjects and levels of preferential allowances. It has not yet made a plan on the quantity and volume of public career services and estimated revenue and expenditure and reported to the superior management agency as prescribed.

Notably, the center paid preferential allowances exceeding the prescribed standards and norms with a total amount of more than 540 million VND.

In addition, when paying toxic allowances in the form of distributing sugar and milk to officials and workers, the distribution list lacked a signature of receipt.

In the procurement of supplies, chemicals, and equipment, the City Inspectorate determined that in 2021-2022, the Center purchased chemicals and medical supplies on the list of centralized procurement but had not registered with the Department of Health.

In 2023, a contractor selection plan has not been developed for the approved procurement plan, as a basis for contractor selection according to regulations.

During the inspection, the delegation also determined that the center had not complied with the provisions of the Accounting Law when it had not properly recorded and fully reflected data in the accounting books and financial statements for two bank deposit accounts, the sponsorship amount and the interest accrued with a total amount of more than 1 billion VND.

According to the inspection team, the reason for the above limitations and shortcomings is that the inspection and supervision work of the Center's director was not timely.

Accounting officers and officers in charge of purchasing chemicals, materials and equipment have not proactively studied legal regulations on management and use of funding sources and procurement regulations, leading to many limitations and shortcomings in advising the center director.

The Department of Health annually approves the settlement but has not promptly checked and corrected errors in financial management and use and compliance with accounting regimes at the unit.

From there, the City Inspectorate recommended that the People's Committee of Can Tho City direct the Department of Health to organize a review of the responsibilities of individuals under its authority related to the limitations and shortcomings.

For the Center, it is responsible for collecting and depositing more than 540 million VND into the temporary account pending processing of the City Inspectorate. This is the amount of preferential allowance for jobs exceeding the standards and norms.
