
The Center for the Fourth Industrial Revolution (C4IR) in Ho Chi Minh City was officially inaugurated on September 25.
Within the framework of the Ho Chi Minh City Economic Forum 2024 taking place on September 25, many experts and businesses analyzed the role of C4IR in Ho Chi Minh City associated with industrial digital transformation.
C4IR in Ho Chi Minh City needs to focus on 4 main pillars of action
According to Mr. Kyriakos Triantafyllidis, Head of Growth and Strategy, Center for Advanced Manufacturing and Supply Chains (WEF), in the context of restructuring global value chains, economies are building resilience by strengthening their domestic manufacturing ecosystems while maintaining their important roles in the global economy. As part of the C4IR network, the C4IR in Ho Chi Minh City will bring together the manufacturing community to accelerate the transformation of their industrial ecosystems by harnessing the technologies of the fourth industrial revolution to lead smart, innovative and sustainable manufacturing systems.
However, for the center to play its strengths, C4IR in Ho Chi Minh City needs to focus on four main pillars of action. First, it needs to anticipate and understand the latest global trends affecting manufacturing to inform the development of industrial policy and program initiatives. Co-develop new insights and initiatives that meet local needs and can build domestic capacity based on the forum’s existing global discovery tools and frameworks.
At the same time, foster and build multi-stakeholder partnerships between innovators, businesses, governments and experts at the forefront of technological transformation. Play an active and prominent role in shaping the global industrial agenda by highlighting national priorities, capabilities and best practices.
“C4IR in Ho Chi Minh City will accelerate Vietnam’s industrial transformation towards a modern, creative and green economy; promote innovation and technology; encourage innovation, automation and digital transformation; promote high-tech and high-growth industries,” said Mr. Kyriakos Triantafyllidis.

C4IR Malaysia - the first in Southeast Asia, said Ms. Ellina Roslan, Senior Executive Director, C4IR Malaysia, the Center in Malaysia has just celebrated its first anniversary. In its first year of operation, C4IR Malaysia has affirmed its important role, demonstrating the contributions that similar organizations can make in promoting digital transformation, innovation and energy transition.
Ms. Ellina Roslan acknowledged that the launch of C4IR Vietnam has opened up many opportunities for cooperation between Malaysia and Vietnam. Both countries share the aspiration to leverage the technological achievements of the Industrial Revolution 4.0, sustainable development and smart manufacturing to promote economic growth and social development. Accordingly, Malaysia and Vietnam can cooperate in publishing thought leadership papers, focusing on emerging technologies such as AI, IoT and blockchain. Both Centers can share best practices and knowledge on policy development and technology governance of the Industrial Revolution 4.0, energy transition, and smart manufacturing.
This cooperation will benefit both countries, especially in developing a skilled workforce to meet the requirements of the Fourth Industrial Revolution, energy transition and smart manufacturing. Joint training programs, in-depth seminars and exchange programs between experts and students will be a bridge to promote more effective cooperation.
With the growing connectivity among ASEAN countries, Malaysia and Vietnam can jointly implement strategic cooperation initiatives in the areas of digital economy, energy and manufacturing. Specifically, the two countries can harmonize standards for digital trade, promote e-commerce, develop digital payment systems and cooperate on renewable energy and smart manufacturing projects.
Need to clearly define the goals and vision of C4IR
Mr. Nguyen Huu Tuan, Deputy Director of Viettel Solutions - one of the founding enterprises of C4IR in Ho Chi Minh City, said that the Center has developed a detailed operational plan for the period 2024 - 2027, a pivotal period with many important contents and goals, aiming to build a sustainable technology platform for Ho Chi Minh City and the whole country. In particular, the plan focuses on promoting the application of modern technology in production, technology research, policy making and economic development.
However, in order for the C4IR Center in Ho Chi Minh City to play its role well, Mr. Nguyen Huu Tuan suggested that state management agencies need to clearly orient the goals and vision of the C4IR Center, ensuring that it is consistent with the country's overall development strategy, especially in the application of 4.0 technology. At the same time, it is necessary to issue tax incentive policies, capital support policies, human resource development policies and digital infrastructure development policies.
Mr. Nguyen Huu Tuan also proposed mobilizing resources from large domestic technology corporations to coordinate with the role of state management, supporting the promotion of digital transformation applications, focusing on small and medium enterprises./.
