The Center for the Fourth Industrial Revolution will join Ho Chi Minh City in entering a new era.

(Hochiminhcity.gov.vn) - On the evening of December 22, Ho Chi Minh City leaders had a meeting with members of the Board of Management, founding members, and members of the Ho Chi Minh City Center for the Fourth Industrial Revolution (HCMC C4IR) network.

The Ho Chi Minh City Center for the Fourth Industrial Revolution (HCMC C4IR) was established on the basis of implementing the memorandum of understanding on cooperation between the Government of Vietnam and the World Economic Forum (WEF) for the period 2023 - 2026 and the cooperation agreement signed between the City People's Committee and WEF.

C4IR was established on September 25, 2024, located in Ho Chi Minh City High-Tech Park, to identify and deploy 5 key areas including: AI and AI ecosystem; semiconductors and semiconductor ecosystem; smart, advanced manufacturing and digital transformation, digitization; green, sustainable growth; project finance, green finance.

Vice Chairman of the City People's Committee Vo Van Hoan, Chairman of the HCMC C4IR Management Board, said that the center is promoting cooperation with experts from the WEF (World Economic Forum). At the same time, it is taking advantage of the knowledge and experience from the global C4IR network and partners to research and draft Policy Report No. 1. The main content focuses on how Vietnam can actively participate in the 4.0 Industrial Revolution and become an important link in the global value chain.

“In 2025 alone, the center has identified nearly 20 typical activities, including the strategy of covering Ho Chi Minh City with 5G network led by Viettel Group; training 1,000 high-quality engineers in the fields of artificial intelligence and semiconductors…”, Vice Chairman of the City People's Committee Vo Van Hoan shared.

Also at the meeting with Ho Chi Minh City leaders, members of the management board, founding members and members of the HCMC C4IR network shared about cooperation orientations, initiatives and specific activities in the coming time.

Some key contents discussed include: plans to provide high-quality human resources in the field of technology and innovation; AI application in the field of air transport; research and development of semiconductors and semiconductor ecosystems; roadmap for covering the 5G network for the City; issues such as promoting green, sustainable growth, green finance for the City, etc.

Speaking to the HCMC C4IR Management Board, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that the establishment of HCMC C4IR aims to realize Resolution 52/2019 of the Politburo on a number of policies and strategies to proactively participate in the 4th Industrial Revolution.

Secretary Nguyen Van Nen shared: “I am extremely proud and I think each member here is too. The establishment of HCMC C4IR was thanks to the direction of the Prime Minister and the Ministry of Foreign Affairs. I would also like to thank the founding members, the HCMC C4IR Management Board, the Board of Directors,... for contributing to this achievement.”

According to Mr. Nen, the HCMC C4IR model, although based on the World Economic Forum, is very Vietnamese in nature, in line with the policy of being a model of cooperation between the government and businesses.

In this model, the members are diverse in structure, each member represents a business, each business has its own strategy to act but all have the common goal of serving the development of Ho Chi Minh City.

The Secretary of the Ho Chi Minh City Party Committee entrusted each member and the HCMC C4IR Management Board with a new mindset and spirit to join the City in entering a new era, contributing to Ho Chi Minh City and the whole country in the new field of the 4.0 industrial revolution.

Speaking at the meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai pledged that the City would pay attention, accompany, support and devote all resources to help C4IR operate effectively in the next 3 years in accordance with the spirit, wishes and plans set out.

“C4IR is a typical model of public-private partnership, demonstrating pioneering and exemplary leadership in entering a new era with new thinking. C4IR needs to take immediate action to produce results,” affirmed Chairman of the City People’s Committee Phan Van Mai.

The Chairman of the Ho Chi Minh City People's Committee requested that C4IR propose to promote new development drivers, participate in building strategic policies at the national level, and improve the capacity of the business community... so that it can be implemented immediately in 2025.
