Traffic police lieutenant colonel who was hit by a violator more than a year ago has passed away.

On the morning of April 18, a representative of Lao Cai Provincial Police said that due to severe injuries, at 11:55 a.m. on April 15, Lieutenant Colonel Quach Van Truong - Deputy Captain of the Traffic Police Department (Lao Cai Provincial Police) passed away after a long period of treatment.

Lieutenant Colonel Truong is a traffic police officer who was seriously injured by Kieu Tien Tam (born in 1994) driving a motorbike while on duty on the evening of February 6, 2023.

Mr. Quach Van Truong was seriously stabbed and received treatment for a long time but did not survive.

At 6:30 a.m. on April 17, Lao Cai Provincial Police solemnly held a memorial service for Lieutenant Colonel Quach Van Truong at his home according to People's Police rites.

According to Lao Cai Provincial Police, Lieutenant Colonel Quach Van Truong (born in 1983, from Ninh Binh ) has 21 years of studying, working and fighting in the People's Police force; always striving to overcome difficulties and complete all assigned tasks.

With his contributions and achievements, Lieutenant Colonel Truong was awarded the Third Class Fatherland Protection Medal, the Second Class Glorious Soldier Medal, many certificates of merit from the Ministry of Public Security , Lao Cai Provincial People's Committee and many certificates of merit from the Provincial Police Director in the fight against and prevention of crime.

Previously, on the evening of February 6, 2023, the working group of the Traffic Police Department, the Criminal Police Department, the Mobile Police Department and the Administrative Management Police Department for Social Order, performed the task of inspecting, controlling and handling alcohol concentration violations on Tran Hung Dao Avenue, National Highway 4E (Nam Cuong Ward, Lao Cai City).

At around 9pm, the task force discovered Kieu Tien Tam driving a motorbike at high speed. Lieutenant Colonel Quach Van Truong (team leader) signaled for the vehicle to stop for inspection.

Tam did not comply and accelerated to pass the checkpoint; the car crashed straight into Lieutenant Colonel Truong. The impact caused the police officer to be thrown into the air and fall onto the road, seriously injured.

Through testing, the 29-year-old driver had an alcohol concentration of 0.303 mg/liter of breath.

On February 13, 2023, Lao Cai City Police issued a decision to prosecute the case. On February 15, 2023, Lao Cai City Police issued a decision to prosecute Kieu Tien Tam for murder.
