On November 7, 2024, on the occasion of attending the 8th Greater Mekong Subregion (GMS) Summit, Prime Minister Pham Minh Chinh had talks with Chinese Premier Li Qiang.
At the meeting, the two Prime Ministers conveyed sincere greetings and good friendship between General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to General Secretary and President Xi Jinping, Chairman of the National People's Congress Zhao Leji, and Chairman of the Chinese People's Political Consultative Conference Wang Huning.
The two Prime Ministers congratulated each Party and each country on the important development achievements in recent times, especially the important achievements in the socio-economic development of each country, and expressed their joy at the good development momentum and substantive progress in the friendly and mutually beneficial cooperation between Vietnam and China.
Prime Minister Pham Minh Chinh affirmed that developing relations with China is a consistent policy, an objective requirement, a strategic choice and a top priority in Vietnam's foreign policy. The Prime Minister highly appreciated the results and role of China in the success of the 8th Greater Mekong Subregion (GMS) Summit.
Regarding the direction of cooperation in the coming time, Prime Minister Pham Minh Chinh suggested that the two sides continue to effectively implement the common perception between the top leaders of the two Parties and the two countries, maintain high-level and all-level contacts to discuss bilateral relations and issues of mutual concern. On the basis of the two sides agreeing on the content of the Cooperation Agreement on 3 railway lines and promoting early signing in the coming time, the Prime Minister suggested that the two sides accelerate cooperation in implementing 3 standard gauge railway lines Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong, and request China to support capital, technology transfer and human resource training in implementing these projects. The Prime Minister hopes that China will continue to open its market to Vietnam's strong agricultural products, coordinate with Vietnam to deploy inspection and quarantine stations for Vietnamese agricultural products at the Dong Dang - Bang Tuong International Railway Border Gate; deploy cooperation in the field of electricity trading; Speed up the implementation and gradually replicate the smart border gate model to other border gate pairs; soon conduct exchanges between the Research Working Group on the implementation model of the Cross-Border Economic Cooperation Zone.
Prime Minister Pham Minh Chinh also suggested that both sides make efforts to consolidate the social foundation of bilateral relations, effectively implement the Vietnam-China Humanitarian Exchange Year 2025, considering this an opportunity to promote people-to-people exchanges and promote friendship; promote tourism recovery, reaching and exceeding pre-Covid-19 levels. The Prime Minister said that both sides need to pay attention to controlling disagreements at sea, not letting maritime issues affect the good friendship between the two countries.
Chinese Premier Li Qiang highly appreciated Prime Minister Pham Minh Chinh's working visit to Yunnan and Chongqing. Regarding Vietnam's cooperation proposals, Premier Li Qiang affirmed that the Chinese Party and Government always consider relations with Vietnam a priority in its neighborly diplomacy; emphasized that China is willing to maintain strategic exchanges with Vietnam, further deepen substantive cooperation, and bring the comprehensive strategic cooperative partnership and the China-Vietnam Community of Shared Future to greater depth and substance. Premier Li Qiang affirmed that China will further open its market to high-quality Vietnamese goods, including agricultural products; and will strengthen transport infrastructure connectivity, promote cooperation in building and maintaining stable supply chains and production chains in the region, and support Vietnam in hosting APEC 2027.
On this occasion, in the presence of the two Prime Ministers, Deputy Foreign Minister Pham Thanh Binh and Permanent Deputy Foreign Minister of China Ma Trieu Huc exchanged diplomatic notes between the two Foreign Ministries of Vietnam and China on the establishment of the Consulate General of Vietnam in Chongqing.
