On the morning of October 13, after a solemn welcoming ceremony, Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang.

Prime Minister Pham Minh Chinh warmly welcomed Prime Minister Li Qiang to his official visit to Vietnam. This is also the first visit by Prime Minister Li Qiang in 11 years; he expressed his belief that the visit will be a great success; spreading positive effects to ministries, sectors and localities of the two countries on the determination of both sides in implementing and realizing high-level common perceptions, making bilateral relations increasingly effective, substantive, profound and comprehensive; contributing to peace, stability, cooperation and development in the region and the world.

In a sincere, friendly and open atmosphere, the two Prime Ministers informed each other about the situation of each Party and each country; in-depth assessment of the implementation of common perceptions and cooperation agreements in various fields between the two countries and agreed on directions and measures to contribute to effectively implementing the "6 more" orientation, building a Vietnam-China Community of Shared Future of strategic significance that the top leaders of the two Parties and two countries agreed upon during high-level visits, most recently the State visit to China by General Secretary and President To Lam (August 2024).

Prime Minister Pham Minh Chinh warmly congratulated China on the 75th anniversary of National Day and congratulated the great achievements that the Party, Government and People of China have achieved over the past 75 years. At the same time, he affirmed that Vietnam always attaches importance to consolidating and developing friendly and cooperative relations with China, considering this a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy.

Prime Minister Li Qiang respectfully conveyed the warm regards of General Secretary and President Xi Jinping and other senior Chinese leaders to General Secretary and President To Lam, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and other leaders of the Party and State of Vietnam.

He expressed his joy at his first official visit to Vietnam as Premier of the State Council of China; emphasizing that China highly values ​​its relations with Vietnam and always considers Vietnam a priority in China's neighborly diplomacy.

The two Prime Ministers expressed their delight at the important and encouraging results in the friendship and cooperation between the two countries in recent times. In particular, political trust has been strengthened, high-level and all-level exchanges and contacts have taken place closely. Strategic connections, especially transport connections, have been accelerated. Substantive cooperation in various fields has achieved specific results with bilateral trade turnover increasing by 21.9% in the first 9 months of 2024. Tourism cooperation has strongly recovered, with the number of Chinese tourists to Vietnam in the first 9 months reaching 2.7 million, exceeding the total number of the whole year of 2023. Cooperation between localities has taken place actively, multilateral coordination has been closer and more effective.

The two Prime Ministers expressed their delight at the important and encouraging results in the friendship and cooperation between the two countries in recent times.

Regarding cooperation in the coming time, the two Prime Ministers agreed to effectively implement the common perceptions of the highest leaders of the two Parties and two countries; continue to strengthen political trust, maintain regular meetings at high and all levels; promote exchange and cooperation mechanisms, especially in the fields of diplomacy, defense and public security; promote substantive cooperation in key areas, enhance people-to-people exchanges, and consolidate a solid social foundation for the development of Vietnam-China relations. At the same time, they will continue to closely cooperate and support each other in multilateral mechanisms and forums; and cooperate to well manage the land border. At the talks, the two Prime Ministers officially announced the official operation of the Ban Gioc Waterfall Scenic Area (Vietnam) - Detian (China) from October 15, 2024.

Prime Minister Pham Minh Chinh suggested that the two sides speed up the completion of procedures to soon open the Vietnamese Consulate General in Chongqing, further promote trade cooperation, continue to open the market for high-quality agricultural products of Vietnam such as citrus fruits, grapefruit, avocado, custard apple, rose apple, oriental medicinal herbs of plant origin, buffalo meat, beef, pork, products from livestock and poultry, and Vietnamese farmed lobster. At the same time, create conditions for Vietnam to establish a Trade Promotion Office in Haikou in 2024 and establish Trade Promotion Offices in Chengdu (Sichuan), Nanjing (Jiangsu) in the coming time; improve customs clearance efficiency at border gates, promote upgrading "soft connections" on smart customs; actively coordinate research and propose new models to implement economic cooperation across the Vietnam-China border.

Regarding transport connectivity, Prime Minister Pham Minh Chinh suggested that the two sides coordinate to effectively implement signed documents on railway cooperation, cooperate in developing the modern railway industry, provide preferential loans, transfer technology, and support Vietnam in training human resources to deploy three standard gauge railway routes connecting northern localities of Vietnam with China, including: Lao Cai-Hanoi-Hai Phong, Lang Son-Hanoi, Mong Cai-Ha Long-Hai Phong.

Regarding investment cooperation, the Prime Minister suggested that the two sides cooperate to implement large-scale, high-tech projects that are symbolic of bilateral relations in areas where China has strengths and Vietnam has demand, such as renewable energy, supporting industries, electric cars, international financial centers, free trade zones, smart cities, digital economy, green economy, and circular economy.

Prime Minister Pham Minh Chinh also suggested that the two sides promote cooperation in finance, banking, science and technology, education, culture, tourism, environment, increase sharing of meteorological, hydrological and water resources data on cross-border rivers; cooperate in managing and sustainably and effectively using water resources of the Mekong-Lancang River. Along with that, effectively implement scholarships for Vietnamese students studying abroad; create conditions for Vietnam to soon establish a Cultural Center in Beijing; jointly develop a master plan to implement the Vietnam-China Cultural Exchange Year 2025; promote stronger recovery of tourism cooperation, create conditions for Vietnamese airlines to extend and grant additional take-off and landing times at Chinese airports.

Agreeing with and appreciating the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Li Cuong affirmed his readiness to work with Vietnam to strengthen the political foundation, deepen substantive cooperation, continue to further open the market for Vietnamese goods, especially high-quality agricultural, aquatic and fruit products, coordinate to create favorable conditions for quarantine and customs clearance of goods, and be ready to coordinate to promote the resolution of policy problems, so that the trade relations between the two countries continue to grow sustainably and achieve new results.

Prime Minister Li Qiang suggested that the two sides strengthen strategic connectivity, especially in transport infrastructure; promote economic-trade and investment cooperation, especially in the fields of production, manufacturing, agriculture, and cooperation in maintaining supply chains and production chains; vocational training; expand financial-monetary cooperation; make substantive cooperation between the two countries increasingly effective and substantive; suggest that the two sides promote the organization, design, and implementation of the Vietnam-China Humanitarian Exchange Year 2025, strengthen the social foundation, support increased tourism cooperation, local exchanges, and open more two-way flights.

The two sides exchanged sincere and frank opinions on maritime issues, agreed to continue to strictly implement the high-level common perception, the “Agreement on the basic principles guiding the settlement of maritime issues between Vietnam and China,” properly control disagreements, actively seek fundamental and long-term solutions acceptable to both sides in accordance with the Agreement on the basic principles guiding the settlement of maritime issues between Vietnam and China, international law, including the United Nations Convention on the Law of the Sea, take no action to complicate the situation, and jointly maintain stability at sea; effectively implement negotiation mechanisms on maritime issues, actively carry out cooperation in less sensitive areas and cooperation in search and rescue at sea.

Prime Minister Pham Minh Chinh suggested that both sides respect each other's legitimate and legal rights and interests, resolve disputes and disagreements by peaceful means, in accordance with international law, especially UNCLOS 1982; properly handle the issue of fishing vessels and fishermen in accordance with the friendly relations between the two countries, and not let the East Sea issue affect political trust between the two sides and hurt the feelings and trust of the people of the two countries.

At the end of the talks, the two Prime Ministers witnessed the handover of 10 cooperation documents in the fields of transport connection, customs, people's livelihood, education, agricultural trade, press and media, and banking. These include: Memorandum of Understanding between the Vietnamese Ministry of Transport and the National Development and Reform Commission of China on the technical plan for the railway connection between Lao Cai station (Vietnam) and Hekou Bei station (China); Minutes of the meeting between the Vietnamese Ministry of Transport and the China National Administration for International Cooperation on the field survey to study the feasibility of the aid project to develop the planning of the Dong Dang-Hanoi and Mong Cai-Ha Long-Hai Phong standard gauge railway lines; Memorandum of Understanding between the Vietnamese Ministry of Planning and Investment and the China National Administration for International Cooperation on jointly promoting the project to repair and maintain the Vietnam-China Friendship Palace; Memorandum of Understanding between the Ministry of Planning and Investment of Vietnam and the National Administration for International Development Cooperation of China on strengthening cooperation in human resource development within the framework of the Global Development Initiative.

Along with that is the Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China on strengthening cooperation in building a sustainable agricultural supply chain; Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China on establishing a Working Group to study the model of building a cross-border economic cooperation zone between Vietnam and China; Action Plan between the General Department of Vietnam Customs and the General Department of China Customs on the mutual recognition agreement on the Priority Enterprise Program of Vietnam Customs and the Enterprise Credit Management Program of China Customs; Memorandum of Understanding on cooperation between Vietnam News Agency and China Central Radio and Television; Memorandum of Understanding on comprehensive cooperation between Hanoi National University and Peking University, China; Memorandum of Understanding between the National Payment Corporation of Vietnam (NAPAS) and UnionPay International on implementing cross-border payment services via QR codes between Vietnam and China.
