THE STAR. Floods in the northeastern Malaysian state of Kelantan have forced more than 4,600 people to evacuate following prolonged heavy rain.
YONHAP. South Korea and Cambodia conducted their first joint exercise to enhance the technical capabilities of Cambodian peacekeeping forces under a UN cooperation program.
MFA. Singapore's Deputy Prime Minister and Minister for Finance Lawrence Wong will visit China from December 5-8, Chinese Foreign Ministry spokesman Wang Wenbin announced on December 4.
Xinhua News Agency. After talks with Belarusian President Alexander Lukashenko in Beijing, Chinese President Xi Jinping affirmed that China is ready to continue strengthening strategic cooperation with Belarus.

KOREA TIMES. The Defense Acquisition Program Administration (DAPA) of South Korea has purchased large military transport aircraft C-390 , manufactured by Brazilian company Embraer, to equip its air force.
KYODO. Japan may have to postpone the launch of its probe to the moon Phobos , considered a moon of Mars, until 2026 due to problems with its latest generation H3 rocket.
JAPAN TIMES. Japanese automaker Toyota will increase the proportion of zero-emission vehicles in its European sales to more than 20% by 2026, offering at least 15 electric and fuel cell models.
FARS NEWS. Iran and Cuba signed seven agreements and memorandums of understanding on cooperation in science, technology, health, agriculture, energy, mining, communications and medicine during Cuban President Miguel Diaz-Canel's visit to Tehran.

REUTERS. Ukraine is changing its war tactics , moving to defense in some areas and continuing a counteroffensive campaign in others, Ukrainian Presidential Chief of Staff Adviser Mikhail Podolyak said.
DW. Germany is planning to extend border controls with Poland, the Czech Republic and Switzerland until December 15 to stem the flow of migrants and combat human trafficking, according to a spokesman for the German Interior Ministry.
AFP. German Foreign Ministry spokesman Sebastian Fischer urged Israel to ensure "realistic" protection for people in the Gaza Strip as Tel Aviv mobilized ground forces to the southern part of the territory.
WOAH. Belgium has detected an outbreak of highly pathogenic H5N1 avian influenza at a poultry farm in the north-west region, the World Organization for Animal Health (WOAH) announced.
BLOOMBERG. Eurozone inflation will continue to fall in the coming months but at a slower pace, according to Joachim Nagel, President of the German central bank (Bundesbank).

AP. Conservative politician Luis Petri has been appointed Argentina's defense minister in the incoming government, according to an announcement from the office of Argentine President-elect Javier Milei.

AFRICA NEWS. Sierra Leone President Julius Maada Bio said the attacks on November 26 were a well-planned “coup attempt” that was foiled by government forces.
BBC. The East African Community (EAC) regional force has begun withdrawing from the Democratic Republic of Congo , following the bloc's announcement at its November 25 summit that the international force's mandate would not be extended beyond December 8, 2023.
