We visited Mr. Dam Van Thinh's house in Na Nguom hamlet, Duc Hong commune (Trung Khanh). The house is almost completed, with an area of over 90 ^m2 . With the support of brothers, friends and a bank loan of 44 million VND, he was able to build a spacious 2-storey house. Mr. Thinh shared: Before, my family lived in a temporary house when we first got married. Family life was difficult, there was little arable land, both husband and wife worked for hire, just enough to cover daily expenses; the temporary house leaked heavily on rainy days, and could collapse at any time, making the family always worried and insecure. When the XNT, NDN program was launched, the Party Committee and the government paid attention and considered us eligible for support, my family was determined to borrow more from brothers, friends and the bank to build a solid house. After several months of construction, the house was basically completed, I still worked part-time to help with the construction to have money to finish the house. Although life is still difficult and the house is not yet completed, I am still happy because from now on I don't have to worry about the house collapsing during storms. Even if I have to work far away, I feel more secure.

Sharing the same joy as Mr. Thinh, not far from Ms. Vuong Thi Thu's house, Co Phuong hamlet is also preparing to receive support to build a house. Ms. Thu said: My family is a farmer, so life has been difficult for many years, my family is a poor household so we cannot afford to build a new house. This time, with the support of the government, I borrowed more from friends to build a house so that I do not have to live in my old, dilapidated house. With a stable house, my family will work hard to make life better and better.

Having a solid house, the poor can feel secure in economic development, and rise up in life, that is the goal that Trung Khanh district has strived for to implement the XNT, NDN program in the fastest and most effective way. In the period of 2021 - 2024 (until the end of January 2025), the whole district will support 1,322 houses (822 newly built, 500 repaired) with an amount of 45 billion 804.4 million VND, reaching 70.17% of the plan according to the project. The support capital comes from the National Target Program for Sustainable Poverty Reduction and socialized sources.

Multiple flexible solutions

According to the People's Committee of Trung Khanh district, implementing the XNT Program, local households encountered many difficulties and obstacles, such as: Poor households really had difficulty in matching funds, many households had to borrow more to be able to implement, some households could not implement due to lack of matching funds; the cost of construction materials increased, greatly affecting the scale and progress of housing construction, as well as the selection of materials for building houses. The terrain in some places was inconvenient for transportation, there were no car roads to the place, making it difficult to transport materials. Many households were still stuck with land procedures such as agricultural land that had not been converted, building houses on land not on the cadastral map, buying and selling land but not completing paperwork... Due to customs and practices (seeing the date to build a house), many households often changed the time to register for housing construction, the implementation progress was slow, affecting the overall plan and progress of the district...

Chairman of Trung Khanh District People's Committee Nong Van Bo said: To solve this situation, the district has proposed many flexible solutions. Establishing a Steering Committee to implement the program and issuing 65 directive documents to guide and deploy the work of XNT, NDN in the district; establishing 21/21 commune-level Steering Committees to implement the program; establishing 10 working groups to propagate and mobilize support for XNT, NDN people and move livestock out of the house floors, headed by members of the Standing Committee of the District Party Committee. Through propaganda, many people have a fuller awareness and better understanding of the purpose and meaning of the program, as well as the organization and implementation methods and conditions for acceptance and payment. At the grassroots level, there are also many ways to do it suitable for each locality and family, to support people to effectively implement the program.

In 2025, Trung Khanh must complete 680 temporary houses and NDN before August 2025. Therefore, from the beginning of the year, the district has directed communes and towns to deploy early and closely follow the implementation progress, regularly review to promptly adjust and overcome to ensure the right progress. Continue to remove difficulties in land procedures. Establish working groups, assign specific tasks to each member to help each household in building specific houses regarding implementation time and completion time.

District and commune authorities, organizations and unions in the area actively mobilize the community to help poor and near-poor households with working days in the process of building houses; regularly inspect and supervise the implementation of housing support for poor and near-poor households in the district, assign specific tasks to each member of the Steering Committee in charge of the area to direct, inspect and supervise the construction of houses for supported subjects according to regulations, to avoid loss and negativity. In addition to the program's funding, localities need to mobilize the entire political system to participate, contribute their efforts and join hands to complete the construction and repair of houses for households to ensure quality and efficiency.
