More than 1,800 cases in Ho Chi Minh City are affected by the Moc Bai Expressway project. The total cost of site clearance is more than 6,330 billion VND, with each household receiving an average of 3.5 billion VND in compensation.
The Management Board of Traffic Construction Investment Projects of Ho Chi Minh City has just informed about cases of houses and land affected when implementing the Moc Bai Expressway construction investment project, the section passing through Ho Chi Minh City.
The Ho Chi Minh City – Moc Bai Expressway is the shortest road route connecting Ho Chi Minh City with Cambodia through the Moc Bai border gate. When this expressway is put into use, it will reduce waste in time and materials, bring economic efficiency, and enhance the competitiveness of the Vietnamese economy.
Phase 1 of the project was approved by the Prime Minister for investment under the public-private partnership (BOT contract) method in early August.
The Ho Chi Minh City – Moc Bai Expressway has a total length of 51km. The starting point intersects with Ring Road 3, Cu Chi District, Ho Chi Minh City and the end point connects to National Highway 22 in Ben Cau District, Tay Ninh Province.

Phase 1 of the project will invest in 4 lanes, design speed of 120km/h, land clearance at one time on a scale of 6 lanes. Total investment is about 19,600 billion VND.
The project is divided into four component projects, including: Investment in the first phase of the expressway under a BOT contract; investment in residential roads and overpasses across the expressway; compensation, support and resettlement for the section in Ho Chi Minh City; compensation, support and resettlement for the section through Tay Ninh province.
The expressway section through Ho Chi Minh City is 24.7km long, located in 11 communes of Cu Chi district with a total expected land acquisition area of 182.25ha. Of the 1,808 affected cases, 336 cases are eligible for resettlement. The total cost of compensation, support and resettlement is more than 7,102 billion VND.
To date, according to the Management Board of Investment and Construction Projects of Traffic Works in Ho Chi Minh City, authorities have collected information and land use right certificates of 1,794 cases.
Of the total compensation, support and resettlement costs of VND7,102 billion for the expressway project through Ho Chi Minh City, the cost of site clearance accounts for VND6,330 billion. Thus, on average, each household whose land is recovered will receive VND3.5 billion.
According to the pre-feasibility study report of the Ho Chi Minh City – Moc Bai Expressway project previously prepared, the estimated cost of compensation, support, and resettlement was only VND5,270 billion. However, based on the provisions of the 2024 Land Law and Decree 71/2024, the estimated cost of compensation increased by VND1,800 billion.
