Truc Ninh proactively prevents and combats natural disasters

Truc Ninh district is located in the basin of two large rivers, the Red River and the Ninh Co River, so when a combination of natural disasters such as heavy rain, strong storms, floods, and high tides occurs, the level of impact is very large. During the 2024 storm season, despite active preparation, floods on rivers rose high, causing the dykes of key communes such as Phuong Dinh and Truc Chinh to overflow, affecting people's lives and production. This is also a lesson for Truc Ninh to better prepare for disaster prevention, control, search and rescue (PCTT and TKCN) in 2025. To proactively respond to natural disasters, the district has made efforts to prepare conditions according to the "4 on-site" motto and promoted propaganda to raise awareness and PCTT and TKCN skills for local forces and people in the area.

The whole district has 43.3km of river dykes; 12.109km of embankments; 6.2km of embankments, 4 large culverts and 33 dyke watch points. Most of the dykes, PCTT and TKCN embankments are regularly renovated and repaired, but many important points still exist. Among them, the important points at the district level include: Phuong Tuong embankment from K6+067 to K6+347; Truc Binh embankment: Section from K9+500 to K11 on Ninh right embankment, Viet Hung commune; Van Lai culvert at K0+961 Ninh right embankment, Phuong Dinh commune. Important locations include culverts with large apertures such as: Co Le, Cat Chu, Ba Nu, Nam Tan, Rong 1, Rong 2 and Truc Cuong; some weak culverts, built a long time ago, need to continue to be monitored such as culverts: Luong Han, Phu An, Da, Thop, Dam, Se and the embankment areas of Phuong Dinh communes; Truc Chinh; Dike section from K20+765 to K20+785 (Ninh right dike, Truc My commune); Ninh right river bank in Truc My commune - Truc Thuan; Ninh left river bank in Truc Hung commune. Besides, there are still seepage, leakage, extrusion, and bubbling phenomena in the sections: K182+580 to K182+620, from K183+450 to K183+900, Co Le town; K185+750 to K185+780, Truc Chinh commune, seepage, clear water; K185+650 to K185+670 has seepage phenomenon; section from K14+225 to K15+180, from K20+795 to K22+300 has some damaged places; section from K19+100 to K19+150 is severely damaged; Many dike sections in Truc My and Truc Thuan communes and the left dike of Ninh Co have small dike surfaces and are heavily eroded; some locations have collapsed near the foot of the dike, with many termite nests.

In order to proactively prevent, combat, and respond promptly and effectively to all natural disaster situations according to the "4 on-site" motto to minimize damage, protect production and people's lives, since the beginning of 2025, Truc Ninh district has reorganized and assigned members of the District's Steering Committee for Disaster Prevention and Control and Search and Rescue to be in charge of specific areas and fields; assigned dyke protection tasks to communes and towns. Directed relevant agencies and units to coordinate with Truc Ninh Dike Management Department and Nam Ninh and Hai Hau Irrigation Works Exploitation One Member Co., Ltd. to organize a general inspection of dyke and irrigation works before the storm season, assess the current status and safety level of the works, develop a plan to monitor and handle promptly; regularly check the current status, detect and prevent violations of dyke and irrigation works. The District Steering Committee for Disaster Prevention and Control and Search and Rescue has developed and approved plans for dyke protection along the entire route; protected key dykes and embankments; Protect vulnerable locations and evacuate people from surrounding areas; respond to natural disasters according to the level of natural disaster risk and in the event of a super typhoon. Focus on promoting propaganda activities to raise awareness of sectors, localities and people about natural disaster prevention and control. At the same time, remind people and people's dike protection forces to proactively prepare human resources, materials, means and necessities according to the "4 on-site" motto, and prepare disaster response plans with the viewpoint of "prevention is key". Up to now, all communes and towns in the district have established a Natural Disaster Prevention and Control and Search and Rescue Command Committee headed by the Chairman of the People's Committee of the commune or town, directly commanding the work of prevention, response and overcoming consequences when natural disasters occur in the area. Each commune and town has established a Natural Disaster Prevention and Control Shock Team with at least 70 people ready to respond when needed; In addition, for communes and towns with dykes, a Dike Patrol and Guard Team was established (12 people/team/dike guard station), and the people's dike management force was trained in patrolling, guarding and protecting the dike in the first hour. On-site supplies included 21 sets of tents of various types; 710 life jackets, 1,070 round life buoys and 18 rafts; 4,153m3 of reserve boulders at Co Le, Truc Chinh (belonging to the Hong right dike line); Phuong Dinh, Viet Hung, Cat Thanh, Truc Thuan (belonging to the Ninh right dike line). The District People's Committee has provided and distributed tools to the Dike Patrol and Guard Team, including: 66 hoes, 66 digging shovels, 165 machetes, 66 storm lights, 66 flashlights. In addition, each commune and town must prepare 2,000 sacks and have a plan to mobilize and prepare 500 bamboo trees (with specific locations and suppliers); 1,000m3 of dike protection soil when necessary. The PCTT and TKCN Command Committees of communes and towns have proactively developed on-site logistics plans, signed specific contracts with organizations and individuals to supply food, necessities, medicines, and water treatment chemicals when needed. Together with the communes and towns, agencies, units, and enterprises in the district have proactively developed PCTT and TKCN plans in accordance with their functions and tasks, and are ready to respond when ordered.

By carefully preparing the contents and plans for disaster prevention and control and search and rescue according to the "4 on-site" motto, Truc Ninh district is determined to limit and mitigate damage caused by natural disasters as the storm season approaches to ensure stable people's lives, socio-economic development, and maintain national defense and security in the area.
