Firefighters were present at the scene. According to him, there is a possibility of another attack after the above attack.

“Attention everyone! Another attack is possible. Please do not enter the city center. Do not leave the buildings. Those who are near the (Black Sea) Fleet headquarters, when the siren sounds, go to shelter,” the official wrote.

* Ukraine, US agree to produce joint weapons : On September 22, in his daily speech to the Ukrainian people at the end of his visit to the US, President Volodymyr Zelensky confirmed that Ukraine and the US have agreed to produce joint weapons.

“This is a very important visit to Washington, (with) very important results. A long-term agreement - we will work together to produce the necessary weapons. Production cooperation with the United States in the defense sector is a historic event,” he said in a video posted on the Ukrainian president’s website. He stressed that the long-term agreement will create new jobs and industrial bases in Ukraine, whose economy has been devastated by the current conflict.

At the same time, the leader pointed out that the Ministry of Strategic Industries, which oversees Ukraine's arms production, has signed cooperation agreements with three associations, including more than 2,000 US defense companies, opening up the possibility of future operations in the Eastern European country.

During a recent meeting with Ukrainian leaders, US President Joe Biden announced an additional $325 million in military aid to Kiev. Washington’s new aid package will go toward enhancing air defense capabilities, providing ammunition for the High Mobility Artillery Rocket System (HIMARS), anti-tank weapons, anti-drone weapons, and other equipment.

Starting next week, the US will also deliver the first Abrams main battle tanks to Ukraine.

The package does not include long-range ballistic missiles equipped with cluster munitions, but Mr. Biden did not rule out providing such weapons in the future.

Amanda Sloat, senior director for Europe at the National Security Council, said this is the fourth US military aid package for Ukraine in six weeks. At the same time, this package is not related to the $24 billion military aid package that the Biden administration is trying to convince Congress to approve. (Reuters)

* The possibility of Mr. Thaksin Shinawatra becoming a government advisor: On September 22, speaking at the government headquarters, Thai Deputy Prime Minister Phumtham Wechayachai said he supported the idea of former Prime Minister Thaksin Shinawatra becoming a government advisor. He shared: "That would be a good thing because he has 6 years of experience working in the government. That decision will benefit the country."

Earlier this week, Thailand's new Prime Minister Srettha Thavisin also affirmed that Thaksin could still serve the country and could be helpful as the government seeks to boost the economy to 5% growth per year. Another source in Pheu Thai confirmed that the new coalition government led by the party plans to consult Thaksin Shinawatra, once the former Thai Prime Minister is freed.

Thaksin, 74, who was ousted in a 2006 coup, returned to Thailand last month and was immediately jailed on charges of bribery and abuse of power. However, on the first night of his sentence, he was taken to a police hospital for health reasons and is still receiving treatment there. He was later pardoned by the Thai king and given a one-year sentence. However, according to a correctional officer, Thaksin could be released after serving six months in prison, which would be in February next year. (Bangkok Post)

* Turkey blames Armenia for not respecting agreements with Azerbaijan : On September 21, the Milliyet Daily (Turkey) quoted Turkish Defense Minister Yasar Guler as saying: “Armenia signed a ceasefire agreement after the previous 44-day campaign. They must comply with this agreement.

“The terrorists are there [in Nagorno-Karabakh]. They are ignoring warnings, blocking roads and carrying out acts of sabotage there. Over the last 10-15 days, they have been repeatedly warned to stop their actions, but nothing has changed. Finally, Azerbaijan responded. After one day [of the operation], they announced that they would surrender, lay down their arms and leave.”

“Russia has declared all lands (in Nagorno-Karabakh) to belong to Azerbaijan,” Guler said. The Turkish defense minister assessed that Baku’s anti-terrorist operation “will be a step towards lasting peace… Especially if Armenia satisfactorily fulfills its obligations and the terms of the peace agreement are implemented as soon as possible. Then an atmosphere of peace and tranquility will be established in the region.”

On September 19, tensions flared up again in Nagorno-Karabakh. Azerbaijan announced the implementation of “local anti-terrorist measures” and demanded that Armenia withdraw its troops. In response, Yerevan asserted that there were no forces present in Karabakh, accusing what was happening of “massive aggression.” Residents of the capital Yerevan marched outside the Armenian government headquarters, blaming the leadership and Prime Minister Nikol Pashinyan for the current situation.

In related news, according to David Babayan, an adviser to Samvel Shahramanyan, head of the self-proclaimed Artsakh Republic in Nagorno-Karabakh, there are currently no concrete results on security guarantees for Armenians who lay down their arms before Azerbaijan, or on the possibility of amnesty that Baku is proposing.

Adviser Babayan assessed the situation in Karabakh as very serious. People are hungry, without electricity or fuel. However, he said there is no large-scale movement of people because the area is effectively under siege.

On the same day, Mr. Hikmet Hajiyev, foreign policy advisor to the President of Azerbaijan, affirmed that Baku ensures citizens can safely travel on routes from Nagorno-Karabakh to Armenia. (Reuters/TASS)
