Legal procedures for quarries in Dong Nai must be completed in May.

According to the report of the Department of Agriculture and Environment, regarding land leveling, the Provincial People's Committee has so far granted licenses to 6/8 locations with a volume of about 4.4 million m³. In addition, after resolving land lease procedures for quarries in the Tam Phuoc - Phuoc Tan quarry cluster, mining enterprises can recover about 1 million m³. Thus, the volume of exploitable land leveling materials is currently higher than the demand of key projects.

For construction stone, the Department of Agriculture and Environment has worked with investors of key projects outside the province and mine owners to allocate construction stone from the Thien Tan - Thanh Phu mine cluster; as a result of the work, the parties basically agreed on the results of all types of construction stone allocation. For key projects in the province, the Department has coordinated with investors to allocate to each mine; as a result, the parties involved agreed to recommend the Provincial People's Committee to only allocate and supply the volume of all types of construction stone from the Tam Phuoc - Phuoc Tan cluster, the Soklu mine cluster and the Nui Nua quarry.

Regarding the permission for mine owners to transfer, lease land use rights, and receive capital contributions in the form of land use rights, the Department of Agriculture and Environment has received, examined, and submitted to the Provincial People's Committee for consideration and approval to allow the transfer of 5 dossiers; submitted to the Provincial People's Committee 2 dossiers requesting adjustment of land use term; and sent to the Department of Finance for comments on 1 dossier to adjust the investment certificate.

Based on the above contents, the Department of Agriculture and Environment recommends that for filling materials, the Project Management Board 85 and the Provincial Traffic Construction Investment Project Management Board review the remaining filling soil needs of each project, proactively propose exploitation locations and send documents to the Department before April 20, 2025 for submission to the Provincial People's Committee for consideration and issuance of exploitation licenses. Urge and remind exploitation project owners to only exploit Group IV minerals and strictly comply with the regulations stated in the license.

For all types of construction stone, the Provincial People's Committee only allocates the volume to the project management boards for each quarry. The boards are responsible for introducing construction contractors to the assigned quarry to work and sign supply contracts.

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang requested that before May 15, the Department of Agriculture and Environment advise the Provincial People's Committee to handle violations at some quarries in the Tam Phuoc - Phuoc Tan quarry cluster so that enterprises can carry out the next procedures. The Department of Finance, according to its functions, tasks and authority, will carry out the adjustment of investment certificates and project extensions. Quarry owners should prepare all relevant documents and strive to complete all legal documents for the project in May.

In addition, the Department of Agriculture and Environment and the working group supporting legal procedures for enterprises operating in the exploitation of construction materials in the province continue to coordinate with relevant parties to review the volume demand to adjust the allocation accordingly. The key project investor is responsible for allocating the volume source to the construction contractors in order of priority.
