Kinhtedothi-In implementing the work of managing the team of cadres, civil servants and public employees (CBCCVC), according to the Hanoi People's Committee, in 2024, the work of recruiting civil servants and public employees will be carried out seriously, in accordance with regulations, in conjunction with the approved job position project.
Notably, during the year, the city organized examinations to accept 258 qualified cases for civil service positions; as a result, 249 cases passed the exam and met the conditions for acceptance.
The city also completed the recruitment of civil servants to work at departments and agencies equivalent to departments; People's Committees of districts, towns and cities in Hanoi in 2024; as a result, 128 cases passed the civil servant recruitment exam, attracting 3 civil servants according to the recruitment method of Decree 140/2017/ND-CP on policies to attract and create a source of cadres from excellent graduates and young scientists.
At the same time, the City approved the recruitment targets and plans for civil servants of wards of 2 units, of which the People's Committee of Hoan Kiem district has 88 targets and the People's Committee of Hoang Mai district has 18 targets; approved the recruitment targets and plans of public service units under the People's Committee of Ba Vi district with 88 targets; issued decisions to recruit civil servants with 582 cases.
At the same time, the work of upgrading civil servants and promoting public employees was carried out right from the beginning of the year. The City People's Committee directed the Hanoi Department of Home Affairs to review and synthesize the need for promotion for professional titles of public employees in agencies and units (groups of education, health, labor, art, sports, culture, science and technology, construction, fine arts, veterinary medicine, administration, accounting, etc.); organize the reception of 659 applications for promotion of civil servants in the fields of administration, inspection, accounting, and clerical work.
Training and fostering of civil servants and public employees also continues to be implemented effectively; the content of training and fostering programs is updated and suitable for practice. The City People's Committee has issued decisions to assign planning targets and budget estimates for training and fostering for civil servants and public employees and other subjects of Hanoi in 2024.
The Hanoi Department of Home Affairs has developed a plan and implemented a process to organize the opening of 14 classes/666 students assigned by the City to the Department to preside over specialized specialized contents: experience in state management and organization of planning, management, investment in construction and development of green, smart, modern urban areas; digital transformation, application of IT in state management by sector and field (internal affairs, economy, urban, socio-culture); management, exploitation, and promotion of cultural values to build a cultural industry associated with the development of the capital's tourism economy; management, construction, and development of high-quality human resources; building a modern professional civil service.
At the same time, the Department organized 4 classes with 88 people receiving training abroad: 2 classes/44 people participating in training on state management experience and organizing the implementation of planning, management, investment in construction and development of green, smart, modern urban areas in China; 2 classes/44 people participating in training on digital transformation, IT application in state management by sector and field (internal affairs, economy, urban, socio-culture) in Korea.
In addition, the Department sent 193 civil servants and public employees for training abroad (95 leading civil servants under the management of the Standing Committee of the City Party Committee, 79 department-level leaders attending the class assigned by the City Department of Home Affairs to host, 19 civil servants and public employees at the request of agencies and units).
Also this year, the City issued a document unifying the content of training and refresher courses organized by the People's Committees of districts, towns, and cities; a document guiding, synthesizing, and appraising the targets for developing a training plan for civil servants and public employees in the City in 2025. The problems in paying post-graduate training support costs for civil servants and public employees who have been sent for training under the City's Incentive, Encouragement, and Talent Training Fund have been completely resolved.
In implementing the management of civil servants, in 2025, the City's Home Affairs Department will continue to advise on innovation in public service and civil servant activities, linking staff streamlining with restructuring and improving the quality of civil servants; advise on implementing solutions to strengthen discipline and administrative order; encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good...
