On October 8, information from Hai Duong Provincial Police, the Provincial Police Investigation Agency is detaining Nguyen Duc Hieu (born 2005, residing in Nam Dong ward, Hai Duong city).
According to police, Hieu was the one who refused to take a breathalyzer test, then crashed his car and injured a police officer in Hai Duong on the evening of October 7.
Previously, at around 9:30 p.m. on October 7, Task Force 151, Hai Duong City Police, was patrolling, controlling, and handling violations of alcohol concentration when they discovered a young man driving a Honda Vision with license plate 34B4-094xx without a helmet, speeding from the Thong Nhat roundabout toward the checkpoint.

Afterwards, the Traffic Police Department of Hai Duong City Police signaled for the man to stop the vehicle for testing and measuring his alcohol concentration.
However, this young man did not comply and drove straight into a police officer on duty, injuring him and requiring emergency treatment.
The task force then controlled and arrested Nguyen Duc Hieu and brought him to the Hai Duong City Police headquarters for questioning. Hai Duong City Police measured Hieu's alcohol concentration, the result recorded was 0.375 mg/L of breath.
