On the morning of April 11, the Ethnic Committee of the Provincial People's Council held a meeting to review the draft resolution on allocating central budget funds to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2024.
Attending the review meeting were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the Provincial National Assembly Delegation and relevant departments and branches. Comrade Lo Thi Kim Ngan - Standing Member of the Provincial People's Council, Head of the Provincial People's Council Ethnic Committee chaired the review meeting.
Based on Decision No. 1600, dated December 10, 2023 of the Prime Minister, allocating additional budget estimates for the implementation of the National Target Program on socio-economic development in ethnic minority areas to Nghe An province, with a total amount of VND 801,478 million; The Provincial People's Committee assigned the Provincial Ethnic Committee to draft a resolution on allocation to submit to the Provincial People's Council for consideration and approval.
The draft proposes to allocate VND801,478 million to implement 10 project groups under the National Target Program on socio-economic development in ethnic minority and mountainous areas.
Based on the draft resolution submitted and the implementation of investment capital to implement the program in the past time, the issue proposed by many reviewers is that it is necessary to consider the allocation principle, which must be based on the actual needs of the beneficiary districts, ensuring the feasibility and effectiveness of the capital, avoiding the situation of dispersion, fragmentation and returning the source due to failure to implement, while the unit in need of capital is not allocated more.
Participating in the review, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi emphasized the point of view: It is necessary to change the mindset, overcome the habit of doing things in the old way, dividing resources for localities, but it is necessary to allocate concentrated investment resources, closed according to the roadmap, completing one locality will continue to implement in another locality, ensuring high efficiency of capital sources.
Such as in solving land for people; in investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas.
Or in allocating funding for pre-university, university and postgraduate training to meet the human resource needs of ethnic minority and mountainous areas; there needs to be another way of doing things. If resources are allocated to vocational training centers in districts, they will not have enough capacity to implement due to lack of facilities, equipment and human resources, leading to the ultimate goal of not ensuring the quality of human resource output...
In addition to the above opinions, some opinions also said that the current guidance documents and regulations of the Central and the province in implementation are also posing some difficulties, suggesting that they need to be studied, revised and supplemented promptly, creating convenience and efficiency in implementing the National Target Program on socio-economic development of ethnic minority and mountainous areas in the province.
Specifically, 55,710 million VND is allocated for the project to solve the shortage of residential land, housing, production land, and domestic water; 137 million VND for the project to plan, arrange, and stabilize the population in necessary places; 544,484 million VND for the project to develop sustainable agricultural and forestry production, promote the potential and strengths of regions and areas to produce goods according to the value chain; 29,557 million VND for the project to invest in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic sector; 97,416 million VND for the project to develop education and training to improve the quality of human resources;
10,365 million VND for the project of preserving and promoting the good traditional cultural values of ethnic minorities associated with tourism development; 14,860 million VND for the project of taking care of people's health, improving the physical condition and stature of ethnic minorities; preventing and combating child malnutrition; 28,727 million VND for implementing gender equality and solving urgent problems for women and children; 5,508 million VND for the project of investing in the development of ethnic minority groups with very few people and ethnic groups with many difficulties; 14,714 million VND for the project of communication, propaganda and mobilization in ethnic minority and mountainous areas.
