On the afternoon of October 30, the National Assembly listened to the presentation and examination report on the project to establish Hue City under the Central Government.
According to Minister of Home Affairs Pham Thi Thanh Tra, the establishment of Hue City under the Central Government is the basis for organizing a new urban government, enhancing the effectiveness and efficiency of state management and improving the quality of life of the people; is an important premise to complete the goal of "By 2030, Thua Thien Hue province will be one of the major and unique centers of Southeast Asia in culture, tourism and specialized healthcare; one of the major centers of the country in science and technology, multi-disciplinary, multi-field, high-quality education and training" according to the orientation in Resolution No. 54-NQ/TW of the Politburo.
The project emphasizes the viewpoint and principles of preserving and effectively promoting the heritage values of the Ancient Capital and Hue's cultural identity to establish Hue City under the Central Government with cultural, heritage, ecological, environmentally friendly and smart landscape characteristics. Exploit and promote comprehensively and effectively the potential and advantages of the heritage city, bringing Hue to develop rapidly and sustainably and creating a driving force to spread to the North Central and Central Coast regions.
Accordingly, it is necessary to properly resolve the relationships between inheritance and development; between economic-cultural development and the environment; between preserving traditions and promoting heritage values, in which preservation is the core; between heritage urban development and development of centrally-run cities and placed in the overall Hue urban area; The construction of a centrally-run Hue city must ensure more favorable and better conditions for the preservation and development of heritage urban areas.
Reviewing this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the establishment of Hue city under the central government on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity in the current context is extremely important, demonstrating a breakthrough innovation in thinking about urban development, contributing to implementing the policy of sustainable urban development in the direction of green, civilized, and identity-rich urban areas, suitable for each region and area, and investing in developing urban areas with heritage and tourism values as set out in Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
The establishment of Hue city under the Central Government is not only a shift in urban space but also creates new economic space and development momentum for the locality, contributing to improving the quality of life, creating a spacious, green, clean and beautiful urban image, ensuring better implementation of the task of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity to truly become the center of the region and the whole country in terms of culture - tourism, specialized healthcare, education and training, science and technology in the spirit of Resolution No. 54-NQ/TW of the Politburo on building and developing Thua Thien Hue province to 2030, with a vision to 2045 and other important resolutions and conclusions of the Central Executive Committee and the Politburo.
During the review process, some opinions suggested that the Thua Thien Hue provincial government continue to pay attention, have directions and plans to solve difficulties and challenges that may arise when becoming a centrally-run city, such as issues of changing the state management organization model associated with the organization of urban government; transforming the social-professional structure to solve the employment problem for people; the issue of forming and improving the quality of urban life of people; implementing policies on scientific and technological innovation towards green development; improving the level of socio-economic development in ethnic minority and mountainous areas...
Based on the Government's proposal and the review opinions of the National Assembly's agencies, the Law Committee recommends that the Government, ministries and central branches pay attention to and create favorable conditions for the centrally-run Hue city after its establishment in resolving difficulties and problems, especially continuing to perfect institutions and law enforcement organizations for socio-economic development, creating new breakthroughs based on the foundation, strengths and characteristics of the locality, narrowing the gap between regions within the locality, between the central region and the peripheral regions; promoting support and cooperation between provinces and cities to create momentum for the centrally-run Hue city to develop more strongly, worthy of being a large and unique cultural, educational, tourism and specialized medical center of the country and the Southeast Asian region.
It is recommended that the Party Committee and the government of Thua Thien Hue province pay special attention to and carefully prepare necessary conditions, have plans, directions, and specific solutions to resolve the issues raised in the Audit Report.
Immediately after the National Assembly passed the Resolution on the establishment of Hue City under the Central Government, it is recommended that the Government, relevant ministries, branches and localities promptly issue a Plan to implement the Resolution of the National Assembly in conjunction with the implementation of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in the area, ensuring the maintenance of political stability, security and national defense, and early stabilization of the operations of agencies and organizations of the local political system, limiting major disruptions to people's lives.
At the same time, create the most favorable conditions for individuals and organizations when changing related documents and other necessary conditions for the operation of newly established administrative units; promptly grasp the thoughts and aspirations to resolve the difficulties of cadres and people in the area; focus on propaganda work in society so that all agencies, organizations, people and businesses are clearly aware of their responsibilities, spread pride and join efforts to strive to bring the centrally-run city of Hue to continue to develop rapidly and sustainably.
