Submit to the Government a plan to develop a network of press, radio and television establishments for the 2021-2030 period.

This plan has integrated content from the National Press Development and Management Plan to 2025 in Decision No. 362 of the Prime Minister in 2019.

Specifically, Nhan Dan Newspaper, Vietnam Television, Voice of Vietnam, Vietnam News Agency , People's Army Newspaper and People's Police Newspaper follow the model of a multimedia main media agency.

The Central Executive Committee has Nhan Dan Newspaper and Communist Magazine. After 2020, based on the Communist Party of Vietnam E-newspaper (under the Central Propaganda Department) as the core, the magazines of the Central Party Committees will be merged to build a centralized, multimedia press agency.

The Office of the National Assembly, the Supreme People's Procuracy, the Supreme People's Court, and the State Audit Office each have a newspaper agency and a magazine agency.

Ministries and ministerial-level agencies have one press agency and one magazine agency (for ministries and ministerial-level agencies, if they receive additional press agencies from socio-professional organizations, central social organizations, and enterprises, they can have a maximum of two press agencies, but by 2025 at the latest, they must complete the arrangement to have one press agency).

Government agencies (except Vietnam Television, Voice of Vietnam, Vietnam News Agency) have one magazine agency.

Military regions and military branches have a press agency or a magazine agency. General departments and equivalent units under ministries and ministerial-level agencies have a magazine agency.

Each central socio-political organization has a press agency and a magazine agency. The Vietnam Union of Science and Technology Associations and the Vietnam Union of Literature and Arts Associations have a press agency under the Union and a number of magazines of member associations.

The Vietnam Journalists Association and the Vietnam Writers Association have one newspaper and one magazine. Each socio-professional organization and central social organization has one magazine.

Each province and centrally-run city has a press agency under the provincial Party Committee, a literary and artistic magazine agency (provinces and cities that are key areas in economics, science, technology, culture, and tourism are allowed to have specialized magazines), a radio and television station (each station has only one radio channel and one television channel serving political tasks and essential information and propaganda).

Ho Chi Minh City alone has one radio station and one television station. Hanoi and Ho Chi Minh City each have a maximum of two radio channels and two television channels serving essential political and informational propaganda tasks.

Department and sector agencies of provinces and centrally run cities do not have press agencies. Central agencies of religious organizations operating legally under the provisions of Vietnamese law have a magazine agency.

Academies, research institutes, universities and hospitals that meet the prescribed conditions are allowed to have specialized scientific journals. Managing agencies that have newspapers and journals publishing one type (print or electronic) and that meet the prescribed requirements are considered to publish the remaining type of press.

The report also stated that in the process of implementing Decision 362, there were difficulties and problems in arranging press agencies under Hanoi City, Ho Chi Minh City and the Central Committee of the Ho Chi Minh Communist Youth Union. Accordingly, by 2025, these localities and organizations must complete the arrangement to have only one press agency.

However, these localities and organizations all stated their own specific reasons and requested to keep the current situation.

The Ministry of Information and Communications has agreed with Hanoi City, Ho Chi Minh City and the Central Committee of the Ho Chi Minh Communist Youth Union to add the content "By 2025, for cases where the arrangement has not been completed, the competent authority will conduct a preliminary and final review and report to competent authorities for consideration and decision" to the draft Planning when integrating the contents of Decision No. 362/QD-TTg.
