President Putin to visit North Korea Why can't the West agree on how much military aid to send to Ukraine? |
North Korea and Russia have reached a landmark agreement to provide immediate military support if either side faces armed aggression, a pact signed during Russian President Vladimir Putin's first visit to North Korea in 24 years.

The new agreement builds on the 1961 mutual defense treaty between North Korea and the Soviet Union, which was abrogated in 1990 when the Soviet Union established diplomatic relations with South Korea.
The current pact, signed by Russian President Vladimir Putin and North Korean leader Kim Jong Un on June 19, underscores the Comprehensive Strategic Partnership between the two countries and is one of Moscow’s most prominent moves in Asia in years.
According to Article 4 of the agreement, if one party encounters armed aggression, the other party shall immediately use all available means to provide military and other assistance in accordance with Article 51 of the United Nations Charter and each country's laws.
In particular, Article 51 of the United Nations Charter stipulates the right of a member state to take individual or collective self-defense actions.
