According to the Korean Central News Agency (KCNA), at the session of the Supreme People's Assembly ( National Assembly ) held on September 27 and 28, with the participation of leader Kim Jong-un, North Korea included the policy of strengthening nuclear forces in the country's constitution.

At the meeting, North Korea unanimously decided to “supplement Article 58 Chapter 4 of the Socialist Constitution” to ensure the country's right to exist and develop, prevent war and protect regional and global peace by rapidly developing nuclear weapons to a higher level.
Mr. Kim Jong-un affirmed that this is a historic event that provides strong political leverage to significantly enhance national defense capabilities.
Previously, at a National Assembly meeting in September 2022, North Korea enacted a new nuclear law allowing the first use of nuclear weapons (using a preemptive nuclear strike), calling the country's nuclear state status "irreversible".
