The National Assembly Standing Committee decided to convene the 9th session of the 15th National Assembly, scheduled to open on May 5, to amend the Constitution and decide to merge the provinces.
The National Assembly convenes at the National Assembly House. This session is held in two phases: Phase 1 from May 5 to May 28; Phase 2 from June 11 to the morning of June 28.
In the convening document, the National Assembly Standing Committee plans the meeting agenda to seek opinions from National Assembly delegations and National Assembly deputies and requests the National Assembly to allow adjustments to some contents of the meeting. Specifically, this agency proposes to submit to the National Assembly for consideration and decision to amend and supplement a number of articles of the 2013 Constitution.
The Standing Committee of the National Assembly proposed to supplement and submit to the National Assembly for consideration and decision the merger of provincial-level administrative units; establish the National Election Council and elect the Chairman of the National Election Council; approve the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council.
In addition, the National Assembly Standing Committee proposed to submit to the National Assembly for consideration and approval 13 draft laws to continue serving the work of reorganizing the apparatus of the political system:
The above draft laws include: Law on Organization of Local Government (amended); Law on amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; Law on Cadres and Civil Servants (amended); Law on Inspection (amended); Law on amending and supplementing a number of articles of the Law on Planning; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracies; Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on amending and supplementing a number of articles of the Law on Vietnam Fatherland Front, the Law on Trade Unions and the Law on Youth; Law on amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Mediation and Dialogue at Court, the Law on Juvenile Justice, the Bankruptcy Law and the Law on Organization of Criminal Investigation Agencies (amended); Law amending and supplementing a number of articles of the Criminal Procedure Code.
At the same time, the National Assembly Standing Committee also proposed to submit to the National Assembly for consideration and approval 11 other important projects and drafts.
These are the projects and drafts: State Budget Law (amended); Atomic Energy Law (amended); Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Enterprise Law (amended); Resolution of the National Assembly on Financial Centers in Vietnam; Resolution of the National Assembly on extending the period of exemption from agricultural land use tax; Resolution of the National Assembly on piloting the People's Procuracy initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; Resolution of the National Assembly on amending and supplementing a number of articles of the Internal Regulations of the National Assembly Session; Resolution of the National Assembly replacing Resolution No. 35/2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City; Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; Resolution of the National Assembly on reducing value added tax for the last 6 months of 2025 and the whole year of 2026.
The National Assembly Standing Committee also proposed to submit to the National Assembly for comments on the draft Law on Personal Data Protection (if eligible, it will be considered and approved at the 9th Session) and withdraw 3 projects from the 9th Session's agenda, including: Law on Water Supply and Drainage; Law on Urban Development Management; Law on Civil Judgment Enforcement (amended).
The Committee also proposed adjusting the time of submission to the National Assembly for comments at the 9th Session and approval at the 10th Session to submit to the National Assembly for consideration and approval at the 9th Session for 2 projects: Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Science, Technology and Innovation.
Regarding the draft Law on Participation in United Nations Peacekeeping Forces, the National Assembly Standing Committee proposed that if the discussion process reaches a high consensus, it will be considered and approved at the 9th Session.
Additional contents submitted to the National Assembly for consideration and decision at the 9th Session also include: Adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050; investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget; arranging sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) and some contents on finance and state budget.
