The National Assembly Standing Committee proposed to supplement and submit to the National Assembly for consideration and decision on amendments to the Constitution, and to consider and approve 13 draft laws to serve the reorganization of the apparatus.

Pursuant to the provisions of law and on the basis of the opinions of the National Assembly deputies, the National Assembly Standing Committee decided to convene the 9th Session of the 15th National Assembly, opening on May 5, 2025 and expected to close on the morning of June 28, 2025. The National Assembly will convene at the National Assembly House.
Accordingly, the 9th Session of the 15th National Assembly will be held in 2 phases: Phase 1: From May 5 to May 28, 2025; Phase 2: From June 11 to the morning of June 28, 2025.
Based on the laws and resolutions of the National Assembly, proposals from relevant agencies and the actual preparation situation, the Standing Committee of the National Assembly has planned the agenda for the 9th Session of the 15th National Assembly. In particular, it proposes that the National Assembly allow adjustments to some contents of the Session, specifically as follows:
- Supplementing and submitting to the National Assembly for consideration and decision on amending and supplementing a number of articles of the 2013 Constitution.
- Submit to the National Assembly for consideration and approval 13 draft laws to continue serving the work of reorganizing the apparatus of the political system, including: (1) Law on Organization of Local Government (amended); (2) Law on amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; (3) Law on Cadres and Civil Servants (amended); (4) Law on Inspection (amended); (5) Law on amending and supplementing a number of articles of the Law on Planning; (6) Law on Election of National Assembly Deputies and People's Council Deputies (amended); (7) Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; (8) Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracy; (9) Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; (10) Law on amending and supplementing a number of articles of the Law on Vietnam Fatherland Front, the Law on Trade Unions and the Law on Youth; (11) Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Law on Mediation and Dialogue at Court, the Law on Juvenile Justice and the Bankruptcy Law; (12) Law on Organization of Criminal Investigation Agencies (amended); (13) Law amending and supplementing a number of articles of the Criminal Procedure Code.
- Supplementing and submitting to the National Assembly for consideration and approval 11 other important projects and drafts: (1) Law on State Budget (amended); (2) Law on Atomic Energy (amended); (3) Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; (4) Law on Enterprises (amended); (5) Resolution of the National Assembly on Financial Centers in Vietnam; (6) Resolution of the National Assembly on extending the period of exemption from agricultural land use tax as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles under Resolution No. 28/2016/QH14; (7) Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; (8) Resolution of the National Assembly on amending and supplementing a number of articles of the Regulations of the National Assembly Session issued together with Resolution No. 71/2022/QH15; (9) Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; (10) Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; (11) Resolution of the National Assembly on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026.
- Supplement and submit to the National Assembly for comments on the draft Law on Personal Data Protection. If qualified, it will be considered and approved at the 9th Session.
- Withdraw 03 projects: (1) Law on Water Supply and Drainage; (2) Law on Urban Development Management; (3) Law on Civil Judgment Enforcement (amended) from the program of the 9th Session.
- Adjust the time of submission to the National Assembly for comments at the 9th Session and approval at the 10th Session to submit to the National Assembly for consideration and approval at the 9th Session for 02 projects: (1) Law amending and supplementing a number of articles of the Law on Product and Goods Quality and (2) Law on Science, Technology and Innovation.
Regarding the draft Law on Participation in United Nations Peacekeeping Forces, if the discussion process reaches a high consensus, it will be considered and approved at the 9th Session.
- Supplementing and submitting to the National Assembly for consideration and decision: (1) Merging provincial-level administrative units; (2) Establishing the National Election Council and electing the Chairman of the National Election Council; approving the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council; (3) Adjusting the National Land Use Plan for the period 2021 - 2030, with a vision to 2050; (4) Investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; (5) Policy on supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget; (6) Arranging sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) and (6) Some contents on finance and state budget.
The National Assembly Standing Committee has directed relevant agencies to promptly complete documents on the contents of the Session to send to National Assembly deputies in accordance with the law. At the same time, the National Assembly Secretary General and the Head of the National Assembly Office have been assigned to fully and carefully prepare the necessary conditions, focusing on information and communication work, facilities, security, safety, etc. to serve the Session well.
In order for the 9th Session to achieve good results, the National Assembly Standing Committee requests that the National Assembly delegations and National Assembly deputies take time to study and contribute opinions on the contents of the Session. The National Assembly delegations coordinate with the Vietnam Fatherland Front Committees of provinces and centrally-run cities to organize for National Assembly deputies to meet voters, collect voters' opinions and recommendations and send a summary report to the National Assembly Standing Committee...
