In the first 6 months of the year, the Provincial Party Committee, People's Council and People's Committee focused on leading, directing and effectively implementing tasks on building and implementing grassroots democracy regulations in conjunction with implementing socio-economic development tasks, ensuring security and national defense in the province. Directing all levels and sectors to implement the 2024 working theme of the Provincial Party Executive Committee on "Maintaining discipline, enhancing responsibility, innovation, creativity, and practical efficiency"; stepping up the work of protecting the Party's ideological foundation, fighting against erroneous and hostile views; focusing on leading and directing the arrangement of district and commune-level administrative units in Ninh Binh province for the period 2023 - 2025; completing the dossier to propose consideration and recognition of Yen Khanh district as meeting advanced new rural standards and has been recognized by the Prime Minister as an advanced new rural district; Organizing a conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050...
The Provincial Party Committee, People's Council and People's Committee have focused on leading and directing the development and implementation of grassroots democracy regulations in conjunction with promoting administrative reform, digital transformation, citizen reception, handling complaints and denunciations, and implementing social security policies. The implementation of the QCDC in all types of grassroots: communes, wards, and towns; State administrative agencies and public service units; and implementation of democratic regulations in enterprises have been focused on. The results of implementing grassroots democracy regulations in the province have actively contributed to creating consensus in society, facilitating socio-economic development, maintaining political security, social order and safety, and building the political system in the province.
Also in the first 6 months of 2024, Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations have paid attention to leading, directing, building, and identifying models and typical examples of "Skilled Mass Mobilization". Many typical "Skilled Mass Mobilization" models and typical examples have appeared in various fields. In the first 6 months of 2024, agencies, localities, and units in the province have registered to deploy 479 new "Skilled Mass Mobilization" models and typical examples in various fields. Some units with many newly registered models are: Nho Quan, Kim Son, Yen Mo, Gia Vien, Hoa Lu districts...
The emulation movement "Skilled mass mobilization" has received the sympathy and participation of all classes of people, achieved many good results, contributed to promoting the people's right to mastery, positivity and proactiveness, strengthened solidarity, created consensus in society; the awareness of cadres, party members, civil servants, public employees, and armed forces about the position, role, and importance of mass mobilization work in the new situation has clearly changed, the sense of responsibility, the style of respecting the people, and being responsible to the people of cadres, civil servants, and public employees in performing public duties has been raised; mobilized many forces and resources to develop the economy - society, ensure national defense and security, build the Party and government, contributing to the successful implementation of the province's political tasks.
Discussing at the conference, delegates spoke to clarify the results achieved in implementing the QCDC at the grassroots level and the emulation movement "Skilled Mass Mobilization" in the first 6 months of the year; proposed tasks and solutions to continue effectively implementing the tasks in the last 6 months of 2024.
In his concluding remarks at the conference, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the two Provincial Steering Committees acknowledged and highly appreciated the results achieved by departments, branches, organizations, units, and localities in implementing the QCDC at the grassroots level and the emulation movement "Skilled Mass Mobilization" in recent times.
Regarding the key tasks in the coming time, he requested that Party committees and authorities at all levels continue to lead and direct the effective implementation of directives, resolutions, and conclusions of the Party and laws of the State on the development and implementation of grassroots democracy. Issue a plan to prepare working content with the inspection team of the Central Steering Committee on the implementation of grassroots democracy regulations in the province. Do a good job of policy communication, contributing to raising awareness of cadres, civil servants, public employees and people about the grassroots democracy regulations. Review, adjust and supplement the regulations and rules in their agencies and units, thereby creating transparency and unity of awareness. The Fatherland Front and socio-political organizations at all levels perform well in the work of supervision and social criticism. Timely perfect, innovate and improve the effectiveness of the grassroots democracy steering committees at all levels.
He also requested the Steering Committees of the emulation movement "Skilled Mass Mobilization" at all levels to focus on leading and directing the implementation of Plan No. 26 of the Provincial Party Committee Standing Committee on implementing the emulation movement "Skilled Mass Mobilization" for the period 2021-2025; the Project of the Provincial Party Committee Standing Committee on "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021-2025" and the 2024 working theme of the Provincial Party Committee on "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency"; Effectively implementing Plan No. 24 of the Provincial Steering Committee of the emulation movement "Skilled Mass Mobilization" on editing and publishing the book "100 typical models and examples of "Skilled Mass Mobilization" in Ninh Binh province, period 2021-2025". Comrades noted that it is necessary to carefully review and select truly representative models and examples to introduce in the book, ensuring that the book is truly a scientific work, a handbook for skillful mass mobilization work.
Strengthen and improve the quality of the activities of the Steering Committee and the Steering Committee's Support Team for the emulation movement "Skilled Mass Mobilization" at all levels, especially at the grassroots level. Continue to direct the development and identification of models and typical examples of "Skilled Mass Mobilization".
The Standing Deputy Secretary of the Provincial Party Committee especially emphasized: The implementation of the QCDC at the grassroots level and the deployment of the emulation movement "Skillful mass mobilization" must be aimed at solving difficult and complicated problems in site clearance, in the settlement of complaints and denunciations, developing tourism economy, heritage economy, in the arrangement of administrative units at district and commune levels... Thereby, creating high consensus, actively contributing to socio-economic development, Party building, a strong political system, ensuring security, national defense, social order and safety; competing to achieve achievements to welcome the 6th Ninh Binh Provincial Patriotic Emulation Congress, Party Congresses at all levels for the 2025-2030 term.
