Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister attended and directly directed the Conference; also attending were representatives of leaders of central departments, ministries, branches and provinces and cities.
Speaking at the opening of the Conference, Foreign Minister Bui Thanh Son affirmed that Directive 25 is a breakthrough in multilateral foreign affairs, when for the first time the Party has a document that guides the entire political system on long-term, comprehensive policies, goals and measures, aiming to bring Vietnam's multilateral foreign affairs to a new level.
Minister Bui Thanh Son said that in more than 5 years of implementation, with the participation of the entire political system, the Directive has contributed to bringing about outstanding achievements in all fields such as: ensuring peace and security, promoting development and promoting Vietnam's position in multilateral institutions.
At the Conference, delegates had many important discussions reviewing the implementation of Directive 25 over the past 5 years; agreed on an overall assessment of the situation, opportunities, and challenges facing multilateral diplomacy; directions and measures for implementation in the coming time to create a strong change in multilateral diplomacy as well as ways to improve the effectiveness of coordination between foreign affairs pillars.

Delegates all agreed that, in the context of many changes in the world and the region, deeply affecting international life and multilateralism, the implementation of multilateral foreign affairs and Directive 25 in the past time has made an important contribution to enhancing the country's position, ensuring a peaceful and stable environment, handling difficulties and complexities in national defense, security, economy, society and effectively mobilizing resources and international progress for the country's development.
Delegates highly appreciated the synchronous and close coordination between Party foreign affairs, State diplomacy, National Assembly foreign affairs and people's foreign affairs, which has contributed to improving the overall effectiveness of multilateral foreign affairs.
Based on listening to the presentations and comments at the Conference, Deputy Prime Minister Tran Luu Quang affirmed that foreign affairs continued to be an "impressive highlight" among the country's overall achievements in the past year.
The Deputy Prime Minister highly appreciated the achievements and efforts of ministries, sectors and localities in the recent past in comprehensively and synchronously implementing Directive 25 on all foreign affairs pillars.
The Deputy Prime Minister said that this result was achieved thanks to the Party's correct policies, the attention, close direction and direct participation of senior leaders, the involvement of the entire political system and the close coordination between all committees, ministries, branches and localities.

To implement multilateral foreign affairs more strongly and continue to bring the contents of Directive 25 into the country's foreign affairs life, the Deputy Prime Minister emphasized the need to strengthen the transformation in both thinking and action, focusing on forecasting, timely, alert and accurate advice, to improve the effectiveness of multilateral work and clearly demonstrate Vietnam's mark in the international arena, in accordance with the country's priorities and resources.
The Deputy Prime Minister also emphasized that the complementary relationship and organic connection between bilateral cooperation is a source of strength for multilateralism and multilateral diplomacy is an opportunity and favorable condition to deepen bilateral relations.
The Deputy Prime Minister directed that it is necessary to strengthen the coordination mechanism between departments, ministries, branches and localities, perfect and ensure the harmony of domestic legal and policy frameworks, train dedicated and committed human resources, step up propaganda work and ensure financial resources to effectively implement multilateral foreign affairs.
