The risk of disease continues to increase in the coming time, seriously affecting people's health, lives, the environment and food supply.
The Prime Minister requests the Chairman of the People's Committee of the province or centrally-run city, the Minister of Agriculture and Environment and the Ministers and Heads of relevant agencies, according to their functions, tasks and authority, to proactively direct and synchronously, resolutely and effectively implement solutions to prevent and control livestock and poultry diseases in accordance with the provisions of the Law on Veterinary Medicine and the direction of the Prime Minister, especially the National Programs and Plans for prevention and control of livestock and poultry diseases, focusing on the following main tasks:
Chairmen of People's Committees of provinces and centrally run cities promptly direct and mobilize legal resources to thoroughly handle outbreaks, prevent disease outbreaks, and limit the occurrence of new outbreaks; handle and destroy sick and suspected sick animals; proactively implement measures and policies to support livestock farmers suffering losses due to epidemics in accordance with the law; promptly detect, prevent and strictly handle cases of buying, selling, transporting sick animals, dumping dead animals that spread diseases and pollute the environment; proactively prevent diseases for livestock, especially vaccination against dangerous infectious diseases for livestock and poultry. Do not let the arrangement of local organizations and apparatus affect the work of disease prevention, control and prevention.
Organize the implementation of vaccination for livestock, ensuring that at least 80% of the total existing livestock are vaccinated. Direct specialized agencies to guide livestock farmers to strengthen the application of disease prevention and hygiene measures for livestock; focus resources on organizing the construction of disease-free livestock facilities and areas; Proactively handle and completely handle when new diseases are discovered; strictly handle cases of concealing diseases and slow reporting that lead to the spread of diseases.
Strengthen quarantine management and control of animal and animal product transportation; organize prevention and strict handling of cases of illegal transportation of animals and animal products across the border; strengthen inspection, supervision, detection and strict handling of cases of trading, transporting and slaughtering animals that do not meet requirements on disease prevention and control and food safety. Promote extensive information and propaganda work in various forms and contents suitable for each target group, raise people's awareness and responsibility about the risk of disease outbreaks and measures to prevent and control diseases;
Organize inspection teams to supervise the work of preventing and fighting animal diseases; build disease-free livestock farming chains and areas. Be responsible before the Prime Minister and the law if there is a lack of responsibility in leadership and direction, leading to widespread livestock and poultry diseases, causing great damage in the management area.
The Ministry of Agriculture and Environment shall preside over and coordinate with ministries, branches and localities to focus on directing, guiding, urging and inspecting policies on animal disease prevention and control in localities; proactively and closely monitor the disease situation, ensure early detection, warning and direct thorough handling of outbreaks, and prevent widespread spread of disease. Urge and inspect localities to effectively implement national programs and plans on animal disease prevention and control approved by the Prime Minister.
Cooperate with international organizations in supporting control and in-depth analysis in the prevention and control of livestock and poultry diseases, and expand disease management through online systems.
The Ministry of Health directs the addition of subjects on expertise, techniques, guidance, organization, implementation, inspection and supervision of the implementation of work to prevent and control diseases transmitted from animals to humans.
The Ministry of Public Security directs units and local police to coordinate with functional forces of the Ministry of National Defense, Ministry of Industry and Trade, Ministry of Finance, Ministry of Agriculture and Environment and local authorities in preventing and strictly handling cases of smuggling and illegal transportation of animals and animal products according to law.
