Implement many measures to protect wild and migratory birds

In recent times, authorities at all levels and functional forces in the province have implemented many drastic measures to prevent the hunting of wild and migratory birds, contributing positively to protecting the growth of wild and migratory birds, protecting the environment, and conserving biodiversity.

Starting from September of the previous year to around the end of March of the following year is the time when wild, migratory birds often return to take shelter in the fields in some districts such as: Hai Lang, Trieu Phong, Gio Linh, Vinh Linh...

This is also the time when hunters of wild and migratory birds look for places to set traps in harvested rice fields, with large, dense bushes or shallow puddles. The means of hunting and trapping birds are decoy storks, fake storks and "invisible" nets spread across the fields by hunters, then use loudspeakers to play fake sounds to lure wild and migratory birds to catch them. Bird traps are spread everywhere, likened to "heavenly nets, earthly nets", as soon as wild and migratory birds land on the ground or bushes, there is no way out...

Another concern is that currently, in some localities in the province, there is still a situation of trapping, capturing, buying, selling, and consuming wild and migratory birds. The reason is that some people are still not fully aware of the conservation of wild and migratory birds; local authorities in some places have not done a good job of propaganda as well as organizing and implementing effective measures to conserve wild and migratory birds...

In order to gradually prevent the hunting of wild and migratory birds, the Provincial People's Committee has sent an official dispatch to agencies, departments, branches and People's Committees of districts, towns and cities on promoting the implementation of Directive No. 04/CT-TTg dated May 17, 2022 of the Prime Minister on a number of urgent tasks and solutions to conserve wild and migratory birds in Vietnam.

The Department of Agriculture and Rural Development has recently implemented many urgent solutions to conserve wild and migratory birds. Specifically, it has directed the Forestry Department, the Animal Husbandry and Veterinary Department, and forestry units to carry out urgent tasks and solutions to conserve and protect wild and migratory birds.

The Provincial Forest Protection Department directed its affiliated forest ranger units and stations to coordinate with local authorities and relevant agencies to increase patrols, prevent, arrest and strictly handle acts of hunting, capturing, killing, confining, transporting, trading, processing, storing, advertising and illegally consuming wild animals, especially wild and migratory birds.

Direct the Mobile Forest Ranger Team and PCCCR to develop a plan to strengthen patrolling, controlling, preventing, arresting and strictly handling acts of hunting, capturing, killing, confining, transporting, trading, processing, storing, advertising, and illegally consuming wild animals, especially wild and migratory birds on the routes in the Vietnam - Laos border area; Lao Bao International Border Gate, La Lay International Border Gate, Ho Chi Minh Road, National Highway 9; coordinate with relevant units to thoroughly destroy markets and trading locations of wild animals, especially wild and migratory birds in the province.

Direct local forest rangers to advise the authorities of communes and towns to strengthen propaganda and mobilize people not to hunt, capture, trap, shoot wild and migratory birds; not to buy, sell, transport, trade, store, or illegally consume wild animals, especially wild and migratory birds; strictly implement the provisions of the law on biodiversity conservation, protection of endangered and rare animals that are prioritized for protection; proactively fight and denounce violators of the law on management and protection of wild and migratory birds; organize the signing of commitments not to trade, buy, sell, process, consume, or store wild animals, especially wild and migratory birds for restaurants and eateries in the province.

As a result, from 2023 to present, the forest rangers and ranger stations under the Provincial Forest Protection Department have issued many documents on strengthening the protection of wild and migratory birds. The forest rangers in the province have organized propaganda and dissemination of legal regulations on the protection of wildlife, especially wild and migratory birds, by organizing 9 mobile propaganda campaigns; 23 village meetings with 782 people participating; 4 propaganda sessions at schools with hundreds of students and teachers participating...

Organize inspections and sign commitments not to trade, buy, sell, process, consume, or store wild animals, especially wild and migratory birds, with 134 restaurants providing food services; 2 establishments selling ornamental birds...

In handling violations of the law related to hunting, capturing, killing, confining, transporting, trading, processing, storing, advertising, and illegally consuming wild and migratory birds, the forest rangers received and handled 5 violations (including 3 cases of illegal trading and 2 cases of posting advertising information on Facebook) with a fine of more than 11 million VND; confiscating and releasing 47 wild birds into the natural environment. The forest rangers in the province organized 52 patrols and inspections and dismantled and confiscated 385 traps, 150 m of "invisible" nets used to capture wild and migratory birds...

In the coming time, the Department of Agriculture and Rural Development will continue to direct its affiliated units to strengthen propaganda and mobilize people not to keep wild birds as pets; not to buy, sell, transport, or use products from wild and migratory birds; and encourage people to inform and denounce organizations and individuals who violate regulations on management and protection of wild animals, especially wild and migratory birds, to the authorities and local governments.

Actively coordinate with functional forces in the province to strengthen propaganda, patrol, and inspection to prevent, arrest, and strictly handle acts of hunting, capturing, slaughtering, raising, confining, transporting, trading, processing, storing, advertising, and illegally consuming wild animals, including wild and migratory birds; organize the signing of commitments not to trade, process, consume, or store wild animals in general and wild and migratory birds in particular with restaurants and eateries in the province.
