Today, March 15, the Provincial Steering Committee 138 held a conference to review the work of preventing and combating crimes, social evils and building a movement for the whole people to protect national security (ANTQ) in 2023, and deploy tasks for 2024. In 2023, under the direction of the Provincial Party Committee, the Provincial People's Committee and the Provincial Steering Committee 138, departments, branches, sectors, organizations, Steering Committees 138 & 1523 of districts, towns and cities have developed plans and focused on directing the drastic implementation of solutions to combat and prevent crimes, social evils and build a mass movement to protect national security. Crime prevention and control work has achieved outstanding achievements, the number of criminal cases has been controlled and reduced; all types of crimes have been effectively detected and combated. Crimes against social order have decreased by 7.1% compared to 2022. The rate of investigation and discovery of cases has reached 88.03%; very serious and especially serious cases have reached 96.87% (exceeding the set target).
Police forces at all levels have discovered, investigated and clarified 265 cases of social order violations, arresting and handling 390 subjects; 462 cases/456 subjects transporting and trading in prohibited goods and smuggled goods; 119 cases/133 subjects violating the law on fireworks; 207 cases/322 subjects illegally buying, selling, transporting and storing drugs...
The work of transforming key and complicated areas in terms of social order and safety has been given attention and focus, with the rate of successful transformation reaching 75%, exceeding the target assigned by the Ministry of Public Security. The implementation of the HIV/AIDS prevention and control program in the area has met and exceeded the targets of the National Strategy for HIV/AIDS Prevention and Control.

The quality of the work of building the mass movement to protect national security has been increasingly improved. We have focused on maintaining and promoting propaganda and mobilizing people to participate in ensuring security and order with many practical contents and forms.
The province is currently maintaining the operation of 43 models with 854 operating points; 7/19 communes, wards and towns and 7/9 agencies, enterprises and educational institutions have met the typical standards of the mass movement to protect national security.
In addition to the achieved results, the conference report also specifically assessed the remaining limitations, which are the lack of close coordination between some departments and branches; the potential for complex security and order issues; some types of social order crimes and human trafficking crimes are complicated; many cases of drug trafficking and transportation with particularly large quantities, of a transnational nature; illegal exploitation of resources still occurs in some localities; social prevention work in some grassroots areas has not received attention.

Speaking at the conference, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 138 Hoang Nam acknowledged and highly appreciated the efforts of all levels, sectors and forces in the work of preventing and combating crimes, social evils and building a movement for the whole people to protect national security in 2023.
Regarding the tasks in the coming time, he emphasized the need to enhance the role and responsibility of leaders of Party committees, authorities, and specialized agencies in the work of preventing and combating crimes and social evils; promote the strength of the entire political system and the entire population in the work of preventing and combating drugs; the police force at all levels must promote the quality of staff work, effectively perform the core role in ensuring security and order and building a movement for the entire people to protect national security; strengthen coordination between forces to improve the effectiveness of building a movement for the entire people to protect national security...
Focus on effectively implementing the mass movement to protect national security in the direction of "socialization" with the motto of "self-prevention, self-management, self-protection, self-reconciliation on national security and order" right in families, communities, residential areas, communes, wards, towns, agencies, enterprises, and educational institutions.
Strengthen crime and social evil prevention, closely combine social prevention and professional prevention, taking the grassroots as the focal area to focus on crime prevention and control measures.
Improve the effectiveness of grassroots mediation to detect and resolve social conflicts, reconcile internal conflicts among the people, especially those related to land, environment, implementation of regimes, policies, and labor relations, prevent complicated incidents from arising, and form "hot spots" of security and order, contributing to reducing crimes due to social causes.

Concentrate resources to strive to successfully transform 2 localities on the transformation list in 2024 (including Ward 1, Quang Tri town and Khe Sanh town, Huong Hoa district); continue to effectively implement measures to ensure the maintenance of stability, order and social security in 4 localities that meet the transformation criteria in 2023, challenging the first 6 months of 2024 (including Dong Le ward, Ward 1, Dong Ha city; Tan Thanh commune, Huong Hoa district and Ward 2 - Quang Tri town).
Regularly organize meetings, set up hotlines to promptly exchange information and documents to serve the fight against crime early and from a distance, especially transnational organized crimes, crimes with foreign elements, drug crimes, and human trafficking.
In recognition of the outstanding achievements of collectives and individuals in the 2023 movement to protect national security, the Minister of Public Security awarded certificates of merit to 10 collectives; the Chairman of the Provincial People's Committee awarded Emulation Flags to 5 collectives; awarded certificates of merit to 19 collectives and 30 individuals; the Director of the Provincial Police awarded certificates of merit to 35 collectives and 40 individuals.
