In 2023, Ninh Binh province was not directly affected by storms and tropical depressions, but there were 9 widespread heat waves. In addition, heavy rains and floods on the Hoang Long and Day rivers caused flooding of rice, crops, aquatic products, and houses of households in villages outside the dike of Gia Vien district, causing damage of about 6.4 billion VND. Since the beginning of 2024, the province has been affected by 20 cold spells and intensified cold spells, with 3 severe cold spells and 6 moderate and heavy rains.
To prevent and combat natural disasters, the province has regularly focused on improving the capacity of the Steering Committee and the Standing Office of the Steering Committee for Disaster Prevention and Control at all levels; investing in facilities, equipment, applying technology, building databases, and tools to support disaster response operations.
At the same time, implement the National Strategy for Natural Disaster Prevention and Control to 2030, with a vision to 2050, the Natural Disaster Prevention and Control Plan for the 2021-2025 period, the National Comprehensive Program for Natural Disaster Prevention and Control; response plans for natural disaster risks at all levels.
Propaganda, training, drills and drills on disaster response plans have been effectively implemented, contributing to raising awareness and incident response skills of authorities at all levels and people on disaster prevention and control and search and rescue.
The Provincial Steering Committee for Disaster Prevention and Control pays special attention to the "4 on-site" work, proactively preparing materials, forces, equipment, and logistics to meet the task of natural disaster prevention and control; linking the building of a safe community with the implementation of safety criteria on disaster prevention and control in new rural construction.
The Provincial Party Committee, Provincial People's Council, and Provincial People's Committee have organized delegations to inspect natural disaster prevention and control work, key areas in the province, and agreed on solutions to ensure the safety of natural disaster prevention and control works during the rainy and stormy season. The province has established 143 commune-level natural disaster prevention and control teams with nearly 12,000 people, meeting the requirements of responding to natural disasters in the first hour.
The management, investment, construction, maintenance, repair and upgrading of dikes and dams for flood prevention and control are focused on. In 2023, the whole province maintained and repaired over 2,900 m of dikes, over 170 m of embankments, and treated cracks on over 1,400 m of dike surfaces, ensuring safety during the storm season.
At the conference, delegates spoke and clarified the results achieved in implementing the PCTT&TKCN tasks of each agency, unit and locality, highlighting experiences as well as pointing out some shortcomings and limitations in this work.
To do well in PCTT&TKCN in 2024, some opinions suggested that it is necessary to further strengthen training and drills, especially civil defense contents; consolidate and purchase means and equipment; effectively implement the "4 on-site" motto; renovate and invest in more boat moorings for fishermen; ensure the safety of dams and reservoirs; proactively develop plans to overcome agricultural production after storms and floods...
Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc highly appreciated the proactiveness, methodical and serious direction of Party committees and authorities at all levels in the work of disaster prevention and control. In particular, key points, vulnerable areas of dykes, embankments, culverts, pumping stations... in the province have been proactively consulted, handled, overcome and upgraded by functional sectors and localities to ensure flood prevention capacity. Thanks to that, in recent times, Ninh Binh has minimized human and property damage caused by natural disasters.
Regarding the key tasks in 2024, the Chairman of the Provincial People's Committee requested localities to supplement and complete the PCTT&TKCN plan; inspect and review all dikes, embankments, and culverts; plans to ensure dam safety, flood treatment operations, especially in key areas, and prune trees. Strengthen information and communication activities, instruct people on prevention and response skills to all types of natural disasters.
He assigned the Department of Agriculture and Rural Development to coordinate with relevant agencies to review key points, especially Hoang Long dike, Dap Troi lake (Nho Quan district), Chanh river lock (Hoa Lu district), Hai Doi 2 lock... If urgent handling is needed to ensure safety, quickly propose to the province to arrange capital.
The Irrigation Works Exploitation Company Limited researched and proposed the operating procedures of pumping stations; coordinated with the Provincial Industrial Parks Management Board to develop a plan to prevent and combat flooding in Gian Khau Industrial Park and Khanh Phu Industrial Park, ensuring both drainage and good control of environmental issues.
The Chairman of the Provincial People's Committee requested all levels and sectors to continue to thoroughly grasp the viewpoint and action motto of proactive prevention, timely response, urgent and effective remediation, in which prevention is the fundamental.
At the same time, members of the PCTT&TKCN Command Committees at all levels must strengthen their grasp of the situation and areas under their responsibility, promptly detect and resolve arising issues, and prepare plans when necessary; absolutely do not let major incidents occur that affect people's property and lives.
