This morning, December 25, Director of the Department of Health, Deputy Head of the Standing Committee of the Provincial Steering Committee for Population and Development, Do Van Hung, chaired the conference to review population and development work in 2023, deploy tasks in 2024; celebrate the 62nd anniversary of Vietnam Population Day, December 26 (1961-2023).

In 2023, the province's population and development work continued to achieve positive results, with many targets exceeding the plan. The natural population growth rate was 0.85% (plan).
Indicators: number of new couples using modern contraceptive methods, rate of pregnant mothers screened, rate of newborns screened, rate of elderly people receiving periodic health check-ups at least once a year, increase in rate of young men and women receiving counseling and pre-marital health check-ups exceeding plan.
The integrated communication campaign to provide population and family planning services to communes with high birth rates and disadvantaged communes was well implemented, with many targets achieved and exceeded. The whole province has 20 villages and neighborhoods launching the model of villages and neighborhoods with no people giving birth to a third child or more; 53 villages and neighborhoods have maintained a 1-year record of no people giving birth to a third child or more; 11 villages and neighborhoods have maintained a 2-year record of no people giving birth to a third child or more.
Maintain, expand and improve the quality of activities of 56 "Elderly people helping the elderly" clubs. Direct propaganda and mobilization activities in the community on reproductive health care, family planning, reducing early marriage and incestuous marriage are promoted...
The province's population and development work still faces some difficulties, especially the increasing trend of cadres and party members giving birth to a third child or more. The birth rate of a third child or more is still high and has only decreased by 0.3% compared to 2022 (the plan is to reduce by 1%); the number of villages and neighborhoods organizing the launch of a model of no third child or more is only 56% of the plan. The whole province has 331 cases of early marriage, accounting for 9.9% of the number of people getting married in the year; there are 942 cases of mothers giving birth under 20 years old, accounting for 10.9% of the total number of mothers giving birth in 2023.

Regarding the tasks of population and development work in 2024: continue to implement the goal of reducing births, focusing on mobilizing people not to get married and have children too early, not to have children too often and not to have many children; reduce the sex ratio at birth; focus on comprehensively and synchronously solving issues related to population size, structure and quality.
Diversify activities providing information, consulting and communicating about family planning services. Promote communication activities on controlling gender imbalance at birth, benefits of prenatal and newborn screening. Proactively include pre-marital counseling and health check-ups in pre-marital club activities. Develop a system of providing primary health care services.
On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 3 villages: Dong, An Dong and Thuy Trung, Kim Thach commune (Vinh Linh district) for their many achievements in building and maintaining the model of villages with no third or more children for 3 consecutive years; The Director General of the General Department of Population and Family Planning awarded Certificates of Merit to 3 groups and 6 individuals; The Director of the Department of Health awarded Certificates of Merit to 23 groups and 33 individuals for their achievements in population and family planning work in 2023.
