On the morning of November 15, the Steering Committee for the implementation of the arrangement of district and commune-level administrative units in Thanh Hoa province, period 2023-2025 (referred to as Steering Committee 2639) held a conference to implement Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Thanh Hoa province, period 2023-2025 and listened to the report on the draft Plan of the Provincial People's Committee on the implementation of Resolution No. 1238. At the conference, delegates were informed and thoroughly grasped Resolution No. 1238 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Thanh Hoa province, period 2023-2025. Accordingly, the entire natural area and population of Dong Son district will be merged into Thanh Hoa city; 5 new wards will be established in Thanh Hoa city; commune-level administrative units of 9 district-level localities will be arranged, including: Sam Son city, Nghi Son town, Hau Loc, Nga Son, Hoang Hoa, Ha Trung, Thach Thanh, Trieu Son and Yen Dinh. The resolution takes effect from January 1, 2025. After the arrangement, Thanh Hoa province has 26 district-level administrative units and 547 commune-level administrative units.

The Draft Plan clearly states the tasks and implementation time to ensure the timely, effective and proper implementation of Resolution No. 1238 in accordance with the law and the direction of the Provincial Party Committee Standing Committee. According to the Draft Plan, Thanh Hoa City and the newly established communes, wards and towns after the reorganization will officially operate from January 1, 2025; ensuring the continuous, effective and efficient operation of the apparatus in the political system in the district and commune-level administrative units implementing the reorganization; not disrupting the lives and activities of the people and the production and business activities of units and enterprises in the area.

Carry out the work of handing over and receiving the natural area, population size and all relevant records and documents of the agencies and administrative units at district and commune levels to be reorganized into new administrative units, ensuring compliance with legal regulations, strictness, practicality, efficiency and economy.

Conduct review and statistics of records and documents; hand over and receive the organization, facilities, records and related documents. Create favorable conditions for people in their lives, production and transactions in administrative units after arranging, establishing and converting documents for people, agencies, units and enterprises according to their authority.

Along with that, it is necessary to immediately develop a plan to manage and use the office buildings, cultural houses of the streets and villages, and not let them be abandoned after the rearrangement. The provincial police have a plan to ensure security, social order and safety during the implementation of the plan to rearrange administrative units at the district and commune levels.

Chairman of the Provincial People's Committee Do Minh Tuan, Head of Steering Committee 2639, also gave his opinion on the contents of the Draft Plan of the Thanh Hoa Provincial People's Committee to implement Resolution No. 1238 of the National Assembly Standing Committee; at the same time, he requested the Provincial People's Council, the Provincial Party Committee's Organizing Committee, the Fatherland Front, socio-political organizations, and relevant provincial departments and branches, according to their assigned functions and tasks, to promptly issue instructions on procedures, processes, and organizational apparatus for localities subject to merger to implement, ensuring consistency and compliance with legal regulations.
