In the 2024-2025 Winter-Spring crop, Ninh Binh province will plant nearly 45,700 hectares of crops, of which the rice area is over 39 thousand hectares. Basically, the entire crop area is planted in the best time frame, especially for rice, the percentage of transplanted rice accounts for over 42%, the rest is sown area. However, since the beginning of the crop, due to the impact of unfavorable weather, in general, the growth of crops is slow, it is expected that the rice flowering time will be about 1 week later than the same period every year.
Regarding pests, although they appeared earlier than every year, the scale and level of damage were lower. Some notable pests include: small leaf rollers, rice blast disease, brown planthoppers and white-backed planthoppers on rice; fall armyworms on corn, root rot on peanuts, etc.
To ensure the productivity and output of the Winter-Spring crop, the key task from now until the end of the crop is to ensure enough water for the rice to form ears, bloom, and grow grains smoothly. Urge and guide farmers to regularly check the fields, closely monitor weather developments, and the situation of pests to take timely preventive measures. Focus on quickly harvesting the rice area outside the dike to avoid minor floods. Promote the dissemination of technology transfer, good agricultural production processes, ensure food safety, and organic production.
Regarding the production of the Summer-Autumn crop, according to the summary report of the Department of Agriculture, the 2024 Summer-Autumn crop encountered many difficulties due to natural disasters. The whole province planted over 36,000 hectares of various crops, of which the rice area was over 30,700 hectares, the rest were other crops. However, at the beginning of the season, heavy rains caused flooding and damaged many newly planted rice areas. On the other hand, at the concentrated flowering stage, the rice plants continued to be affected by storm No. 3, leading to empty rice grains, with a rice yield of 53.55 quintals/ha, a decrease of 0.65 quintals/ha compared to the 2023 Summer-Autumn crop. Similarly, most other crops such as corn, peanuts, beans, sugarcane, and vegetables also suffered a decrease in yield and output.
In the 2025 Summer-Autumn Crop, the whole province strives to plant 29,500 hectares of rice and over 3,500 hectares of vegetables and crops. Faced with the possibility of very complex and unpredictable weather developments, to ensure successful production, many solutions have been discussed by the Department of Agriculture and delegates. Including the arrangement of a reasonable rice tea structure and rice varieties; specifically, 25% of the Early Season tea will be arranged, 65% of the Mid-Season tea, and 10% of the Late Season tea. Taking advantage of all conditions, mobilizing resources to focus on planting as early as possible, implementing the motto "The season is better than the night, the morning is softer and happier".
In addition, it is necessary to quickly harvest the Winter-Spring rice, prepare the land early to ensure timely planting of the Summer-Autumn rice; and carry out irrigation work well in the fields. Mobilize people to increase the rate of rice planting, with the sowing and planting areas needing to be concentrated, compact and compact. In addition, it is necessary to proactively sow 10% more rice seedlings than the sowing and planting area and reserve short-term rice varieties for 20% of the sowing and planting area.
Strengthening the inspection and examination of the agricultural materials market: Plant varieties, fertilizers, pesticides, strictly handling violations in accordance with the law. Strengthening the construction of sustainable linkages from the supply of agricultural materials - production - consumption of products on the basis of existing linkage chains, at the same time continuing to develop and expand other linkage chains, contributing to the formation of agricultural value chains, stabilizing output for agricultural products, people feel secure in agricultural production, especially high-quality agricultural products.
At the conference, delegates raised difficulties and obstacles and wished to receive support from the Department's leaders to resolve them, such as: Continuing to direct land consolidation and accumulation, creating conditions for mechanization in production and large-scale production; supporting science and technology, connecting to build production chains...
In the spirit of accompanying enterprises and cooperatives, creating a favorable business environment in the agricultural sector, representatives of the Department of Agriculture and Environment answered and clarified recommendations and problems. At the same time, they proposed solutions to support enterprises, cooperatives, and agricultural clubs to gradually overcome difficulties and develop in the coming time.
