On the morning of October 29, the Provincial Women's Union coordinated with the Department of Health to organize a thematic conference to assess the current situation and propose solutions to effectively implement policies to support ethnic minority women in giving birth safely and taking care of children's health in ethnic minority and mountainous areas, period 2021-2025 under Project 8.
Attending the conference were Ms. H'Yim Kđoh - Vice Chairman of the Provincial People's Committee, leaders of Departments, branches, and grassroots women's associations.

At the conference, delegates listened to the unit's assessment report on the following contents: Report on the assessment of the implementation results of the policy to support ethnic minority women to give birth safely and take care of children's health, period 2021-2024 (Project 8); Report on the assessment of the implementation results of people's health care, improving the physical condition and stature of ethnic minorities; preventing child malnutrition (Project 7-CT1719);

In addition, the Departments and branches focused on sharing discussions on the situation and results of the implementation of Decree 39 dated April 27, 2015 of the Government on support for poor ethnic minority women when giving birth in accordance with population policy, period 2021-2024, implementation solutions in 2025; Results of implementing 4 policy packages, difficulties/obstacles in organizing implementation; recommendations and proposals of localities;
Support work to protect and develop ethnic minorities with special difficulties (pregnant mothers, children under 5 years old) (Sub-project 1 - Project 9); Solutions to promote the role of parents and families in caring for, educating and protecting children (Project 938); Evaluation of results of supporting ethnic minority women to give birth safely and take care of children's health in the commune, recommendations/proposals.

According to the assessment of the Provincial Women's Union, Dak Lak province has about 36% of women aged 18 and over who are ethnic minorities, a locality with a high rate of home births. On that basis, policy packages to support mothers and children in ethnic minority areas have been specifically stipulated in component projects such as: Project 7 on public health care, improving the physical condition and stature of ethnic minorities; preventing child malnutrition, Sub-project 1, Project 9 on: supporting the protection and development of ethnic minorities with specific difficulties (pregnant mothers, children under 5 years old)
In particular, the policy package to support ethnic minority women to become safe mothers and take care of children's health under Project Component No. 8 chaired and implemented by the Women's Union to improve the quality of health care for mothers and newborns, reduce the rate of obstetric complications, reduce maternal and newborn deaths in Dak Lak province has received attention from all levels, sectors and especially the close coordination of the local health sector.

The Standing Committee of the Provincial Women's Union has synchronously implemented many solutions such as: advising on the development and promulgation of directive documents of the Provincial People's Committee in conjunction with the implementation of Project 8 "Implementing Gender Equality and Solving Urgent Issues for Women and Children" (referred to as Project 8) focusing on contents and activities to support women and children in 519 villages and hamlets in 54 extremely disadvantaged communes in the province, in which priority is given to ethnic minority women and girls in poor and near-poor households, women and girls who are victims of trafficking, domestic violence, sexual abuse, unsafe labor migration, and women with disabilities to contribute to supporting the care of material and spiritual life, protecting and caring for women and children; signing a coordination plan with the Department of Health in conjunction with the implementation of Project 7; organizing training on knowledge and skills for Union officials at all levels; survey and assess the reality in localities and units; organize community communication activities; propose support for mothers and children according to regulations... Thereby, the Association at all levels in the province has done a good job of propaganda and mobilization to raise awareness for women of childbearing age about safe motherhood knowledge and mobilize women to give birth at medical facilities, provide advice on accessing safe childbirth services, and take care of the health of newborns and young children.
For Project 7 - on population health care for ethnic minorities implemented by the Department of Health, an initial survey was conducted to assess the facilities, equipment, human resources... to be qualified to implement the model of Nutritional care for the first 1000 days of life in 22 communes in Region III; Supervise and provide professional support for intervention activities on health care and nutrition for BM-TE at district health centers and commune health stations under the Project. Coordinate with the Monitoring team to deploy and implement the pilot model in 03 communes of Ea Huar, Krong Na, Ea Wer of Buon Don district...
The project results contribute to the effective implementation of the socio-economic development plan, the work of taking care of people's health is increasingly improved, obstetric complications are limited, maternal and child mortality is reduced; the work of preventing malnutrition is focused and gradually implemented and managed effectively.

By 2025, Project 7 will enhance the dissemination of knowledge and practices in health care and nutrition for mothers and children; Support the enhancement of regular prenatal check-ups and medical support for women before, during and after childbirth; Support regular health check-ups for children under 24 months of age; Support the enhancement of nutrition in the first 1,000 days of life and malnourished children in the Central Highlands and Central Highlands...
However, the conference also analyzed some of the reasons for the limitations in implementation such as: The situation of prenatal examination at medical facilities for ethnic minority mothers has not met the number of times prescribed by the Ministry of Health, there are still cases of women giving birth at home, the rate of malnourished children, premature births... is still high, the use of health care services for mothers is still low, postnatal care, and guidance on child health care in some areas has not been focused on. The implementation of support for pregnant and postpartum mothers and children according to the contents of Project 8 in the province is still slow, only 03 pregnant and postpartum women have received support in Ea H'Leo district; awareness of the importance of this policy is sometimes and in some places not really complete and accurate...
Speaking at the conference, Ms. H'Yim Kđoh, Vice Chairwoman of the Provincial People's Committee, requested the Women's Union at all levels, relevant sectors and localities to continue to pay attention to coordinating the implementation of Project 7 and Project 8 in the localities; speed up the progress of reviewing and paying support for 4 policy packages for ethnic minority women to give birth safely and take care of children's health in the locality. Focus on supporting women and children in 519 villages and hamlets in 54 extremely difficult communes in the province, in which priority is given to ethnic minority women and girls in poor and near-poor households, thereby contributing to the implementation of gender equality goals and solving urgent problems for women and children in ethnic minority and mountainous areas.
