Prime Minister Pham Minh Chinh welcomed Mr. Parnpree for choosing Vietnam as the first country to visit after being appointed Deputy Prime Minister and Minister of Foreign Affairs of Thailand; assessing that this visit will contribute to deepening the Vietnam - Thailand strategic partnership.
Prime Minister Pham Minh Chinh conveyed the greetings of General Secretary Nguyen Phu Trong, President Vo Van Thuong, and National Assembly Chairman Vuong Dinh Hue to the King, Prime Minister, and senior leaders of Thailand; expressing his belief that Thailand will become increasingly stable and prosperous, with an increasingly high role and position in the international arena.

Deputy Prime Minister and Minister of Foreign Affairs of Thailand Parnpree expressed his pleasure in his first official visit to Vietnam, especially in the context of the two countries celebrating the 10th anniversary of the establishment of the Strategic Partnership; thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation. Deputy Prime Minister and Minister Parnpree highly appreciated Vietnam's socio-economic development achievements and emphasized that the two economies of Thailand and Vietnam still have much potential and room to further enhance cooperation; affirmed that Vietnam is one of Thailand's leading important partners in the region.
Discussing bilateral cooperation, Prime Minister Pham Minh Chinh suggested that the two countries continue to promote and bring the Vietnam - Thailand Strategic Partnership to a new height; increase the exchange of high-level delegations and all levels through the Party, State, Government and National Assembly channels; effectively implement bilateral cooperation mechanisms, especially the mechanism of the Joint Cabinet meeting chaired by the two Prime Ministers. In that spirit, Prime Minister Pham Minh Chinh respectfully reiterated the invitation to the Thai Prime Minister to pay an official visit to Vietnam, and co-chair the 4th Vietnam - Thailand Joint Cabinet Meeting in 2024.

The Prime Minister suggested that the two sides continue to effectively maintain the Joint Committee meeting mechanism on bilateral cooperation; actively implement the Action Program to implement the Vietnam - Thailand Enhanced Strategic Partnership for the 2022 - 2027 period; promote trade development and expand investment; effectively implement the "Three Connections" initiative (including connecting supply chains; connecting economic sectors, localities and enterprises; connecting green and sustainable growth strategies of the two countries), cooperate in new areas such as digital transformation, green energy, etc.
The Prime Minister highly appreciated the fact that Thailand continues to be Vietnam's largest trade partner in ASEAN and the 9th largest foreign investor in Vietnam. He suggested that both sides coordinate and strive to soon bring bilateral trade turnover to the target of 25 billion USD in a more balanced direction; limit trade barriers and further facilitate the import and export of goods between the two countries.
Prime Minister Pham Minh Chinh asked the Thai Government to continue creating favorable conditions for the Vietnamese community to do business, live and study in Thailand; and welcomed the increase in the number of direct flights between the two countries to facilitate economic, cultural, tourism and people-to-people cooperation.
The Deputy Prime Minister and Minister of Foreign Affairs of Thailand welcomed the elevation of the Vietnam-Thailand strategic partnership to a new height; affirmed the desire to effectively implement the “Three Connectivity” strategy between the two countries. The Deputy Prime Minister and Minister agreed to increase the exchange of high-level delegations and implement important bilateral cooperation mechanisms; promote cooperation in the fields of politics, economics, tourism, air and road connectivity, cultural and people-to-people exchanges, etc.
Deputy Prime Minister and Minister Parnpree said that Thai businesses believe in the potential and investment environment and wish to expand their investment in Vietnam. The Deputy Prime Minister and Minister asked the Vietnamese Government to continue supporting Thai investors in implementing projects in some localities of Vietnam, including energy projects; encouraged and affirmed that the Thai Government will facilitate foreign businesses, including Vietnamese businesses, to expand their investment in Thailand.

The Deputy Prime Minister and Minister of Foreign Affairs of Thailand highly appreciated and agreed to continue to closely coordinate with Vietnam in multilateral and regional mechanisms, including cooperation in the development of the Mekong sub-region, and the management and sustainable use of Mekong River water resources. The Deputy Prime Minister and Minister affirmed that Thailand will continue to cooperate with Vietnam and ASEAN countries to promote solidarity, centrality and common views of ASEAN, especially on important issues such as the East Sea issue.
Deputy Prime Minister and Foreign Minister Parnpree expressed his gratitude and affirmed that he would convey Prime Minister Pham Minh Chinh's invitation to officially visit Vietnam to the Prime Minister of Thailand, and would coordinate with the Vietnamese Ministry of Foreign Affairs to arrange a suitable time for this visit.
