Synchronously and effectively deploy measures to combat IUU fishing

This is the requirement and content emphasized at the conference on implementing solutions to combat illegal, unreported and unregulated fishing (IUU) in the northern coastal provinces and cities organized by the Ministry of Agriculture and Environment in Nghe An.

The conference was held in Vinh City on the morning of April 23, chaired by Deputy Minister of Agriculture and Environment, Deputy Head of the National Steering Committee on IUU Phung Duc Tien and Mr. Tran Dinh Luan - Director of the Department of Fisheries and Fisheries Control. Also attending were representatives of relevant ministries and leaders of several coastal provinces in the Northern region.

On Nghe An side, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council co-chaired the conference. Also attending the conference were comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee; representatives of relevant departments and coastal districts.

High effort, change, positive results

The conference was held to comprehensively assess the work of preventing and combating IUU fishing, especially to identify the causes and find strong solutions to address the limitations and shortcomings in fleet management, monitoring fishing vessels via VMS, tracing the origin and handling violations; and to prepare the content and working plan with the Inspection Delegation of the European Commission (EC).

Opening the conference, Deputy Minister of Agriculture and Environment Phung Duc Tien, on behalf of the National Steering Committee on IUU, emphasized the need to organize the conference, stemming from the new request of the European Commission in an online meeting with the National Steering Committee on IUU in late 2024 and early 2025. Accordingly, the EC acknowledged a number of positive points and outstanding results of Vietnam, but also made a number of recommendations and suggestions for Vietnam to absorb and make adjustments to prepare for the upcoming working visit.

Deputy Minister of Agriculture and Environment Phung Duc Tien acknowledged the results and efforts of Nghe An in implementing the fight against IUU fishing in recent times, which have changed and produced more results; At the same time, he also reminded some provinces that have not done well and are operating at a rather moderate level.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu said: Nghe An is a province with a large number of 3,006 fishing vessels, of which 1,046 are 15m or longer, with large capacity. The conference is an opportunity for Nghe An and the northern coastal provinces to exchange experiences in implementing the prevention of IUU fishing.

Based on information on the characteristics of Nghe An's fisheries, Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu reviewed Nghe An's outstanding implementation results in combating IUU fishing in recent times. The province has deployed fleet registration, granted fishing licenses, handled the situation of "3 no" vessels; increased investment in port and fishing wharf infrastructure to support the installation of VMS, deployed inspection teams, enforced fishing monitoring at sea; punished violations, especially violations of VMS disconnection.

In particular, since the issuance of Directive 32/CT-TW of the Secretariat and Resolution 52/NQ-CP of the Government, Nghe An has mobilized the entire political system to take part and implement it synchronously and drastically, thus creating changes and clearer results. Based on the requirements of the task of combating IUU fishing in the new period and preparing for the EC's inspection, immediately after this conference, the province will continue to have a number of solutions to effectively implement the work of combating IUU fishing in the coming time.

Nghe An affirms its determination to join hands with the whole country to remove the EC's yellow card. To effectively implement this key task, the province will soon direct departments, branches, localities and forces to focus on doing a good job of advising on mechanisms and policies on seafood exploitation, protecting and developing aquatic resources, ensuring sustainable development...

At the conference, representatives of the Ministry of Agriculture and Environment exchanged information on the results of combating IUU fishing according to the EC's recommendations; at the same time, they presented experiences in fleet management, guided people to comply with signs to identify fishing vessel types and license plates of localities; guided how to manage and update information on fishing vessels about to expire; maintained information to remind ship owners to maintain VMS connection signals...

The representative of the Fisheries Control Department also presented some experiences in fleet management and requested localities to make a list of vessels entering and leaving ports and to properly manage fishing vessels fishing at sea. Regularly review and include fishing vessels whose licenses are about to expire in the list of fishing vessels at high risk of IUU violations so that local authorities and functional forces can coordinate in monitoring.

Representatives of the Department of Agriculture and Environment of the provinces of Quang Binh, Ha Tinh, Quang Ninh, Hai Phong, Nam Dinh, Thai Binh, Thanh Hoa... spoke about outstanding results and some difficulties, limitations and proposed solutions to direct and remove them in the coming time.

Concluding the working session, Deputy Minister of Agriculture and Environment Phung Duc Tien once again emphasized that localities need to adhere to the directions of the Central Government and the Ministry to proactively deploy and have solutions to organize drastic and synchronous implementation to combat IUU fishing. The Ministry is currently advising the Prime Minister to issue a new Directive to serve the working session, welcome the EC delegation to work, inspect and determine to remove the EC yellow card by the end of 2025.
