Synchronously deploying solutions to promote economic growth - Final article: Attracting investment, creating new growth space

In addition to economic growth, the city's investment attraction has also recorded many positive results, especially in high-tech industry. Based on the results achieved in the first quarter, experts and businesses believe that it is necessary to continue to synchronize many solutions to achieve the double-digit growth target by 2025.

Inauguration of many high-tech centers

On March 27, two high-tech centers were inaugurated and broke ground, marking a new step in the digital transformation strategy, digital economic development and high-tech investment attraction in Da Nang and the Central region. Specifically, FPT Corporation opened the R&D Center (research and development) on high technology and semiconductor chips with a total area of ​​nearly 3,000m2 on the 8th floor of ICT1 building (Da Nang Software Park No. 2). The center aims to gather 500 technology experts to work by 2025 and expand in the future. 100% of FPT products will be researched and developed here, with an average of 10 new products expected to be launched each year.

Mr. Tran Dang Hoa, Chairman of FPT Information System Company Limited (FPT IS), said that the R&D Center plays a role in promoting innovation in Da Nang, creating an ecosystem connecting the startup community, gathering experts to research and develop technology products bearing the mark of "Make in Vietnam - Make in Danang", aiming to contribute to making Da Nang become the "silicon valley" of Vietnam and the region.

The establishment of the R&D Center is the first step to concretize the comprehensive cooperation commitment of the Department of Science and Technology and FPT Corporation announced in January 2025, according to which the two sides will cooperate in investing in research, technology development and resources in the semiconductor and artificial intelligence industries. FPT commits to accompany, contribute resources, teams of experts, advanced methodologies and technological solutions to help Da Nang realize the goal in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

On the same day at Da Nang High-Tech Park, Da Nang International Data Center Joint Stock Company held a groundbreaking ceremony for the Data Center with a total investment of VND800 billion in phase 1 and an estimated VND1,200 billion in phase 2. This is one of four projects awarded an investment certificate within the framework of the event "Forum of Friendship and Cooperation Cities - Da Nang 2025".

The project is deployed on an area of ​​2 hectares, with a total construction area of ​​10,400m², a total floor area of ​​17,852m², and the number of racks is up to 1,000 racks (electronic storage and management equipment in data centers). The total load capacity is 18.5 MW. The center is designed according to international standards TIA-942C Rated-3 and Uptime Tier-3, ensuring stable, safe and high-performance operation. This is the project with the largest number of racks in the city to date, initially forming a regional data center and a regional data center in Da Nang.

Mr. Nguyen Anh Dung, Chairman of the Board of Directors of Da Nang International Data Center Joint Stock Company, said that in just 6 months from the submission of the application (September 2024), the project officially started, in which the time from submission to project approval was 3 months. This clearly demonstrates the city's strong commitment to attracting investment by streamlining administrative procedures, improving the investment environment and promoting the implementation of policies to promote digital transformation and digital economic development. Mr. Dung expressed his belief that the project will make an important contribution to the formation of a modern technology ecosystem, making Da Nang a leading data and innovation center in the Central region and the whole country.

On March 29, Con Ong Transport Joint Stock Company inaugurated the Con Ong Distribution Center (Bee Distribution Center) with a total area of ​​over 26,000m2 at Lot H3, Da Nang High-Tech Park. The center's structure includes 3 types of warehouses: cold storage, distribution warehouse and complex warehouse, meeting diverse storage needs. When put into operation, the center will reach an average designed cargo turnover of 540,000m3/ year or 378,000 tons/year.

The center is equipped with a smart warehouse management system (WMS) and a transportation management system (TMS), integrating barcode scanners and automation technology to optimize operational processes, while applying a rooftop solar energy system to minimize emissions, aiming towards green building standards. The fire prevention and fighting system meets the Ministry of Construction's QCVN 06:2022/BXD standards on national technical regulations on fire safety for houses and buildings, ensuring maximum safety for goods and infrastructure.

Synchronous solution deployment

It can be seen that many important industrial infrastructures were inaugurated and started construction in the first quarter, creating a vibrant atmosphere in attracting investment and promoting economic development. According to the report on socio-economic development in the first quarter of the City People's Committee, investment activities have changed positively, attracting domestic investment increased more than 4 times compared to the same period.

From January 1 to March 31, 2025, the city attracted VND 14,655 billion in domestic investment capital and USD 33.93 million in foreign investment capital (FDI); of which: attracting investment outside industrial parks, high-tech parks, and information technology parks reached VND 8,240 billion in domestic capital and USD 1.7 million in FDI capital; attracting investment in industrial parks, high-tech parks, and information technology parks reached VND 6,395 billion in domestic capital and USD 32.2 million in FDI capital.

The initial results in investment attraction and GRDP growth in the first quarter of 2025 (up 11.36% over the same period in 2024) show strong changes in investment attraction, production - export promotion, and domestic consumption stimulation of the city when implementing a series of resolutions, conclusions and directives of the Central Government.

Dr. Nguyen Trong Hieu, Vice President of the Da Nang Young Entrepreneurs Association, Chairman of the Board of Members of ECOVIS AFA Vietnam Auditing - Valuation and Consulting Co., Ltd., acknowledged that Da Nang's positive results are thanks to the Central Government's direction on national development orientation, creating great motivation for local authorities to take action. Da Nang has advantages with a dominant service structure, especially tourism and a number of other fields that are developing strongly.

In addition, taxes from real estate business, e-commerce, restaurants, hotels and other services have not been fully exploited, which is an important additional resource for tax exploitation. To maintain and exceed the GRDP growth target of over 10% for 2025, Dr. Nguyen Trong Hieu proposed that the city continue to promote its strengths and contribute significantly to the city's GRDP, in which priority is given to investing in infrastructure and key projects to serve long-term development such as Lien Chieu port, Tien Sa port, and the high-speed railway station passing through Da Nang, which are considered the main driving force to promote logistics, tourism, and regional connectivity.

In addition, the completion of infrastructure projects serving the free trade zone associated with Lien Chieu port can help Da Nang attract FDI in logistics and services, reducing dependence on some current export markets. In the context of constantly changing tariff policies in the world market, the city needs to pay attention to promoting in-depth industrialization, focusing on developing supporting industries, increasing the localization of raw materials, improving technology and production processes to reduce costs, and maintaining the competitiveness of products in the international market.

Similarly, Associate Professor, Dr. Le Van Huy, Principal of the University of Economics (University of Danang) proposed that quickly completing the reorganization of the apparatus and smooth operation is an important factor to create a favorable environment for business development. At the same time, the city needs to have policies to encourage the private economy, exploit the "household economy" to gradually create sustainability among the population, unlock resources, especially for projects that are still stuck in the whole city. The city needs to exploit specific mechanisms and policies, build strategies and goals suitable to the new situation and conditions.

Regarding specific solutions, it is necessary to support and promote the production and business activities of key enterprises; focus on attracting tourists, creating favorable conditions for enterprises in economic zones to contribute greatly to GRDP to ensure budget revenue; quickly develop financial centers, free trade zones, build specific mechanisms to attract resources (human resources, talents, capital...) for financial centers; prepare and quickly implement infrastructure projects using public investment, especially connecting infrastructure; complete social infrastructure, promote the role of Da Nang as a high-quality service center, create spillover and promote development in the southern and southwestern regions of the city.

Meanwhile, according to PhD student Vo An Hai, lecturer of Business Administration (FPT University Da Nang), Da Nang needs to continue to improve the business investment environment, transparency and shorten the licensing process, in parallel with deploying a digital platform to connect businesses and the government more effectively. In addition, it is necessary to promote digital transformation in state administration, businesses and people's lives, building a smart city ecosystem associated with effective and transparent public services.

Along with policy and investment, the human factor is the foundation that determines sustainable growth, therefore, the city needs to strengthen the training of high-quality human resources, especially in the fields of digitalization, engineering, services, and finance; create links between schools and training businesses associated with practical needs.
