Deploying electronic identification, developing digital payment on VNeID

The event marks a new step of cooperation between RAR Center and Zalopay in researching and deploying utilities serving public service payments, social security, essential needs of people, as well as digital transformation solutions in public administration management.

With advanced technology, serving over 16 million users and connecting more than 50 banks, financial institutions and hundreds of other services, Zalopay is proud to support the Ministry of Public Security in providing digital utilities to people, improving the efficiency of public administration. This agreement also affirms the effective and creative companionship model between the Ministry of Public Security and Vietnam's leading financial technology enterprises in the current era of digital technology, digital government and digital economy.

The signing ceremony was held on April 10 in Hanoi.

Key cooperation contents between RAR Center and Zalopay include: Electronic identity authentication: Zalopay users can authenticate electronic identity via VNeID according to the regulations of the State Bank. The authentication process is performed directly on VNeID using biometrics without requiring a chip-embedded citizen ID card or NFC-connected device. This solution provides users with additional options for secure identity authentication, helping to protect personal information, limit the risk of identity fraud and financial fraud.

Research on integrating Zalopay payment gateway on VNeID application: Integrating Zalopay payment gateway on VNeID allows people to perform many essential transactions related to public services and social security through Zalopay payment application integrated on VNeID. Transactions such as payment of social insurance, health insurance, taxes, fees, and other public services are carried out quickly, especially safely and securely thanks to the connection infrastructure between the two units, helping to reduce administrative procedures and paperwork for businesses and people and increase transparency.

Promoting payments for other utilities and access to safe financial services: RAR Center and Zalopay will promote cashless payment transactions for other utility services such as healthcare, education, airline ticket booking, etc. At the same time, the two sides will also research and develop solutions to help people access many safe and transparent financial services through the VNeID application and Zalopay platform.

Speaking at the signing ceremony, Major General Phung Duc Thang, Deputy Director of the Department of Administrative Police for Social Order, Ministry of Public Security, emphasized that the cooperation between RAR Center and Zalopay marks an important step forward in deploying electronic authentication services via VNeID, contributing to promoting cashless payments and improving the effectiveness of social management using digital technology. Not only helping people easily conduct economic transactions and pay bills, this cooperation also contributes to protecting personal data and minimizing risks for online transactions.

“I expect that the RAR Center and ZION Joint Stock Company (Zalopay) will continue to promote their technological strengths, innovate and develop more products and services applying population data and electronic identification. This will be an important foundation to improve the quality of the digital payment ecosystem, contributing positively to the socio-economic development goals in the national digital transformation period,” said Major General Phung Duc Thang.

Also at the event, Ms. Le Lan Chi, General Director of Zalopay shared: “In the future, Zalopay will continue to invest in technology, develop advanced payment solutions, and accompany the Government in the process of national digital transformation. We believe that today's event will be the beginning of a close cooperation process between Zalopay, the Ministry of Public Security and relevant agencies, to improve the payment experience of users and help people access diverse, safe and convenient financial services, contributing to the development of Vietnam's digital economy."
