In order to improve the quality of economic management, administrative reform, improve the investment and business environment, and facilitate business development, the People's Committee of Thanh Hoa province has just issued a Plan to implement the Project to Assess the Competitiveness Index of Provincial Departments, Branches, and District People's Committees (DDCI) in 2024.
The DDCI Survey in 2024 aims to provide provincial leaders with an effective tool to monitor and direct the improvement of economic management quality, administrative reform, and improvement of the business investment environment for provincial departments, branches, and district People's Committees.
The DDCI survey in 2024 aims to continue to promote the survey results of previous years and complete the index set to provide provincial leaders with an effective tool to monitor and direct the improvement of economic management quality, administrative reform, and improvement of the investment and business environment for provincial departments, branches, and district People's Committees. At the same time, support leaders of provincial departments, branches, and district People's Committees to identify reform focuses, select and implement timely and appropriate solutions to improve the operational efficiency of their units, thereby actively contributing to improving the province's investment and business environment, improving the provincial competitiveness index in 2024 and the following years.
Accordingly, the DDCI survey in 2024 will be conducted with 52 units of Thanh Hoa province. Of which, there are 25 provincial departments, branches and sectors and 27 district-level People's Committees.
The scope of the survey is enterprises, cooperatives, and business households that are operating, producing, and implementing investment projects in Thanh Hoa province. It is expected that about 4,000 survey samples will be sent to enterprises, cooperatives, and business households in both online and direct survey forms.

The 2024 DDCI survey continues to focus on assessing component indicators that have a direct impact on the operations of businesses and investors; indicators with low rankings, need to be drastically improved and can be converted into similar scores for evaluation between agencies including: (1) Transparency and access to information, (2) Dynamism and role of the head, (3) Time costs, (4) Informal costs, (5) Fair competition, (6) Business support, (7) Legal institutions, (8) Access to land. In which: Indicators from (1) to (7) are used to score and rank the group of provincial-level departments, branches and sectors; indicators from (1) to (8) are used to score and rank the group of district-level People's Committees.

Regarding the implementation progress, starting from October 2024, software and tools for survey implementation will be prepared; the database and list of enterprises will be updated, and survey samples will be prepared. From November 2024 to February 2025, training will be provided on the index set, interviewing skills, and survey methods for surveyors, and surveys will be conducted, and feedback from enterprises will be collected.
From February 2025 to April 2025, the host unit will complete collecting survey forms, cleaning data; importing and exporting data; analyzing data and completing the annual DDCI results report.
