Implementing the National Target Program on Sustainable Poverty Reduction in the last 6 months of 2023

On June 20, Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to a report on the results of the implementation of the National Target Program (NTP) for sustainable poverty reduction in the first 6 months of 2023, to resolve difficulties and obstacles in the implementation process, and to propose tasks and solutions in the coming time. Attending were representatives of leaders of departments, branches and localities.

In the first 6 months of the year, the National Target Program for Sustainable Poverty Reduction has implemented 4/9 main tasks to ensure the assigned progress. The Standing Agency has coordinated with relevant agencies to fully advise on guiding documents and direct timely implementation, especially guiding Projects 2 and 3 of the program. Up to now, the total disbursement of capital for the implementation of the National Target Program for Sustainable Poverty Reduction has been 62.14 billion VND/204.216 billion VND, reaching 30.48%.

The current difficulty is that some localities have not yet implemented livelihood support activities that directly impact households; the allocation of capital for production development is still scattered and fragmented. The program is implemented with many capital sources, projects, sub-projects, and many documents, causing confusion in implementation; primary vocational training implemented under the capital source of the National Target Program for Poverty Reduction faces many difficulties. Thereby, the sectors and localities propose solutions to continue to remove difficulties and implement the program in the coming time.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the Department of Labor, War Invalids and Social Affairs - the Standing Agency of the National Target Program on Sustainable Poverty Reduction, to submit to the competent authority to amend and supplement the criteria and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the program; coordinate with relevant departments, branches and localities to review the remaining funding sources and report to the Provincial People's Committee to propose appropriate transfers; provide guidance on methods, processes and procedures for implementing the program in accordance with regulations. Bac Ai district urgently implements Project 2 on livelihood diversification, poverty reduction model development and capital disbursement. Departments and branches are the managing agencies of projects and sub-projects under the program, based on assigned functions and tasks, to deploy and guide affiliated units and localities to effectively deploy projects and sub-projects managed by the units, ensuring the disbursement progress of career capital in 2023 according to the direction of the Provincial People's Committee.
