On the afternoon of January 20, the Board of Directors of the Vietnam Bank for Social Policies (VBSP) of Bac Giang province held a regular meeting for the fourth quarter of 2024 to deploy tasks for 2025. Vice Chairman of the Provincial People's Committee Phan The Tuan - Head of the Board of Directors of the VBSP chaired the meeting.

Attending the meeting were members of the Board of Directors of the Provincial Social Policy Bank; representatives of the People's Committee of Chu town, Luc Ngan district and Heads of the Board of Directors of the Social Policy Bank of districts, towns and cities.

Director of the Provincial Branch of the Vietnam Bank for Social Policies, Ha Quoc Quan, reported at the meeting.

Reporting on the 2024 performance results, Director of the Provincial Social Policy Bank Ha Quoc Quan said that the Provincial Social Policy Bank's Board of Directors closely followed the Directives and Resolutions of the Government, the Prime Minister, the Board of Directors of the Provincial Social Policy Bank, the direction of the Provincial Party Committee, the Provincial People's Committee and the goals and orientations for socio-economic development of the province, focusing on directing the good implementation of preferential credit policies, contributing to the implementation of poverty reduction goals and ensuring social security in the area.

The local budget capital entrusted to the Vietnam Bank for Social Policies reached 85.1 billion VND, completing the plan assigned by the Central Government. The total lending turnover reached more than 2 trillion VND, with 30.4 thousand poor households and other policy beneficiaries receiving loans. The credit scale reached more than 7.7 trillion VND, an increase of 765 billion VND compared to 2023. Outstanding loans ranked 7th nationwide. Timely and effectively deploy and implement the Project "loan to support job creation, maintenance and expansion in Bac Giang province, period 2023 - 2025", supporting job creation, maintenance and expansion for more than 12.1 thousand workers; completed 1 year earlier than the job creation target of the Project. In addition to the achieved results, the activities of the Board of Directors of the Social Policy Bank still have some shortcomings and difficulties such as: Some credit programs have negative growth compared to the beginning of the year. Loans for job creation and social housing are still limited, not meeting the borrowing needs of local people. The proportion of local budget capital entrusted through the Social Policy Bank is 4.5%, lower than the national average...

At the meeting, delegates discussed and exchanged the results of the activities of the Board of Directors of the Vietnam Bank for Social Policies in the locality; pointed out the shortcomings and limitations to propose solutions and tasks for implementation in 2025. Strive for credit growth to reach 6 - 10%; the rate of overdue debt and debt suspension to be maintained below 0.1%; mobilize deposits through organizations and residents to reach 100% of the assigned plan; the rate of commune transactions to reach over 95%; and have 96% or more savings and loan groups classified as good.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Phan The Tuan - Head of the Board of Directors of the Provincial Social Policy Bank commended and acknowledged the departments, branches and localities for focusing on leadership, direction and implementation of credit policies for the poor and other policy beneficiaries.

To effectively implement the 2025 task plan, the Vice Chairman of the Provincial People's Committee requested departments, branches, agencies and units to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat, closely follow Plan No. 163-KH/TU dated January 9, 2025 of the Provincial Party Standing Committee, and advise on the development of the Provincial People's Committee's Plan for implementation. Districts, towns and cities develop implementation plans suitable to local conditions. Promote propaganda work on policies, good people, good deeds, and typical examples in effectively using loans, especially the content of Directive No. 39-CT/TW.

Regarding the allocation of local budget capital entrusted to the VBSP, districts, towns and cities should promptly transfer local budget capital entrusted to the VBSP in 2025. Research, balance and arrange budget capital for social housing loans. Develop a plan to allocate budget capital for the period 2026-2030 to provide loans for job creation, social housing and loans for some priority subjects in the locality; strive for budget capital to account for 15% of total policy credit capital in the locality by 2030.

The Board of Directors maintains its activities strictly according to the regulations; members of the Board of Representatives at all levels strictly inspect and supervise according to the plan. Focus on inspecting and evaluating the implementation results from the local budget capital entrusted to the VBSP; promptly direct the removal of difficulties and obstacles at the grassroots level.

The provincial branch of the Vietnam Bank for Social Policies, departments, branches, agencies, units and localities coordinate and focus on mobilizing resources, organizing and implementing credit policies, ensuring publicity, transparency, and targeting the right beneficiaries, promptly completing assigned credit plan targets; improving credit quality in the whole province.

Provincial-level socio-political organizations shall strengthen the direction of district- and commune-level socio-political organizations to effectively carry out the assigned tasks. Inspect, supervise, consolidate and improve the quality of savings and loan group activities. Promote propaganda and mobilize cadres, members and people to use products and services provided by the Social Policy Bank; coordinate to effectively deploy the application of Policy Credit Management and Mobile Banking.
