On the afternoon of September 20, Comrade Nguyen Thi Hong, Member of the Party Central Committee, Governor of the State Bank of Vietnam (SBV) chaired an online conference to deploy banking credit solutions to support businesses and people affected by storm No. 3. The conference was connected online with the SBV Ho Chi Minh City branch and SBV branches in 26 provinces and cities affected by storm No. 3.
Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and delegates attended the conference at the bridge point of the State Bank of Vietnam, provincial branch.
Attending the conference at the State Bank of Vietnam Thai Binh branch was comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.
According to preliminary statistics as of September 20 from credit institutions and 26 branches of the State Bank of Vietnam in affected localities, there are 83,418 customers affected by storm No. 3 with an estimated outstanding debt of about VND 116,000 billion. The State Bank of Vietnam has taken urgent and drastic measures, requiring credit institutions to proactively review outstanding debt affected by storm No. 3, proactively implement solutions such as interest exemption and reduction, debt extension and deferral, etc., and coordinate with localities to support businesses and people.
In addition, credit institutions have also actively contributed to social security work launched by the Central Committee of the Vietnam Fatherland Front with nearly VND 40 billion. Carrying out the assigned tasks in Resolution 143/NQ-CP dated September 17, 2024 of the Government on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well, the State Bank is urgently classifying assets, risk provisioning levels, risk provisioning methods and the use of risk provisions to handle risks to support customers facing difficulties and losses due to the impact of storm No. 3.
At the conference, leaders of a number of credit institutions reported on the preliminary assessment of the level of impact/damage to customers; solutions that credit institutions have implemented to promptly support and overcome damage caused by storms and floods in localities and remove difficulties, creating conditions for customers to restore production and business activities, debt repayment ability, and at the same time propose specific solutions for affected customers.
In Thai Binh, according to initial statistics, 1,500 customers were affected by storm No. 3 with outstanding debt of VND 2,135 billion; of which the damaged debt is nearly VND 104 billion.
Speaking at the conference, the leaders of the State Bank of Vietnam acknowledged and commended banks for promptly providing practical solutions to support customers, demonstrating the industry's responsibility to the community through active support for social security. In the spirit of harmonious benefits and shared risks, the leaders of the State Bank of Vietnam requested that credit institutions continue to accompany, share, and support customers; organize and synchronously implement solutions in a public and transparent manner, absolutely not taking advantage of policies, and applying them to the right subjects. Credit institutions objectively and transparently review the level of impact and classify the affected subjects to develop appropriate support programs; develop support programs suitable to the capacity of each credit institution in a positive spirit, with the highest responsibility, focusing on policies to extend and postpone debt repayment periods; policies to reduce interest rates for old loans affected by storms, floods, and new loans; Continue to coordinate with ministries, branches, localities and the State Bank to join hands to overcome the consequences caused by storm No. 3.
