This afternoon, April 11, the Board of Directors of the Provincial Bank for Social Policies (BSP) held a meeting to evaluate the first quarter's activities and deploy key tasks in the second quarter of 2024. In the first quarter of 2024, the Board of Directors of the Provincial Social Policy Bank closely followed the assigned goals and plans, and directed the Provincial Social Policy Bank Branch to closely coordinate with all levels, sectors, and socio-political organizations to focus on implementing the set goals resolutely and synchronously. As of March 31, 2024, the total outstanding policy credit balance reached VND 4,895 billion.
Policy credit capital has helped more than 2,100 poor households, near-poor households and households that have just escaped poverty to borrow capital; nearly 1,000 workers have been given new jobs; nearly 500 students in difficult circumstances have been given loans to study; more than 6,000 clean water supply and rural environmental sanitation projects; nearly 1,000 households in difficult areas have accessed preferential capital; 22 households have been given loans to build and repair houses; 15 people who have completed their prison sentences have been given loans for production and business according to Decision 22/2023/QD-TTg of the Prime Minister.
Regarding the direction and tasks of the second quarter of 2024, the Board of Directors of the Provincial Social Policy Bank will focus resources to complete the assigned plan for 2024, ensuring that capital reaches the right beneficiaries and promotes efficiency.
Direct relevant departments and branches at the provincial and district levels to regularly review subjects according to the provisions of Decision 24/2021/QD-TTg of the Prime Minister on the process of reviewing poor and near-poor households annually and the process of identifying households engaged in agriculture, forestry, fishery and salt production with an average living standard in the period 2022 - 2025.
Strengthen inspection and supervision, internal control; closely follow the facilities, focus on inspection before, during and after lending; regularly monitor remotely, promptly detect and warn units to minimize errors and shortcomings.
Acknowledging and appreciating the results of the implementation of policy credit tasks of the Provincial Social Policy Bank Branch and all levels, sectors and localities in the first quarter of 2024, Vice Chairman of the Provincial People's Committee Hoang Nam requested that in the coming time, all levels, sectors, associations and unions receiving the trust and the Provincial Social Policy Bank Branch continue to advise and organize the good implementation of Directive No. 40 - CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit.
The focus is to advise the People's Committees at all levels to prioritize the allocation of additional local budget capital entrusted to the Vietnam Bank for Social Policies; and to implement solutions to promote the movement of saving money for the poor throughout the province.
Develop a plan to summarize 10 years of implementing Directive 40-CT/TW in the province, at the same time strengthen propaganda, coordinate with local authorities to review the loan needs of other policy beneficiaries in the province, contributing significantly to the implementation of the goals and targets of reducing the rate of poor and near-poor households in the province in the following stages.
The Vice Chairman of the Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to preside over the development of a loan project for poor households and other policy beneficiaries; collect comments from relevant units, strive to complete it in May 2024 to submit to the Provincial People's Committee for consideration.
The Department of Planning and Investment reviews sources of public investment capital, other development investment capital, and regular local budget to advise the Provincial People's Committee to promptly and effectively implement Resolution No. 111/2024/QH15 of the National Assembly.
