According to Deputy Minister Pham Duc Long, the standardization of subscriber information has achieved positive results. The Ministry of Information and Communications has resolutely handled information of subscribers who are not the owner.
Previously, because there was no national population database (CSDL), this situation was handled for many years without being effective. Currently, when connecting to the population database system, it is possible to cross-check SIMs with incorrect information, suspected of being fake, and subscriber information with expired documents, so far, 19.6 million subscribers have been processed.
Of these 19.6 million subscribers, 7.5 million have come to the network operator to standardize their information, while the remaining 12.5 million subscribers are not registered as owners and are currently locked in one direction because they have not updated or standardized their information with the network operator by the deadline.
Regarding information on how many SIMs are released to the market each month and how to ensure that the owners of these SIMs are genuine subscribers, Deputy Minister Pham Duc Long said that currently, the three major network operators, Viettel, MobiFone and Vinaphone, account for 85% of subscribers, connecting directly (online) to the population database.
That is, when developing new subscribers, it is checked with the newly developed matching population database, if the information does not match, it is rejected.
The remaining 15% of new subscribers of small network operators have not been connected to the Ministry of Public Security's database because they have not met the standards and connection requirements of the Ministry of Public Security. These small network operators must send data every month to be cross-checked with the population database; if they do not match, these subscribers will also be removed from the network.
Thus, basically, newly developed subscribers of network operators must check 100% of their information with the national population database, of which 85% is checked online, 15% is delayed by 1 month.
According to regulations, each person can only register 3 SIM cards. However, inspections by the Ministry of Information and Communications show that the situation of registering SIM cards for others is mainly related to agents. Therefore, the Ministry of Information and Communications has worked with network operators to request rectification of this issue and the network operators have committed to stopping the activities of subscriber development agents from September 10, 2023, focusing only on reputable chain channels.
Any network operator that violates the law will be severely punished by the Ministry of Information and Communications according to Decree No. 14/2022/ND-CP of the Government dated January 27, 2022, which will suspend the subscriber development business from 3 to 12 months depending on the severity of the violation.
Regarding the time of 5G commercialization, Deputy Minister Pham Duc Long said that the Ministry of Information and Communications is implementing the process of auctioning 5G frequencies for network operators by the end of 2023 and it is expected that network operators will deploy 5G in 2024.
Currently, Viettel's 5G equipment is being tested in the final stages and in about 1.5 months, these devices will be tested to see if they meet Vietnamese standards.
Similarly, with 6G technology, the Minister of Information and Communications has issued a Decision to establish a Steering Committee to promote 6G development. The Ministry wishes to accompany the world in deploying, researching and manufacturing 6G equipment.
