Chairman of the People's Committee of Hoa Binh province Bui Van Khanh has just signed Decision No. 1855/QD-UBND on declaring an emergency situation regarding natural disasters causing landslides and rockslides in residential areas in Hoa Binh province.
Accordingly, in the Rai hamlet area, Tuan Dao commune, due to the impact of the flood in October 2017, subsidence occurred, causing damage to a number of houses. After the circulation of storm No. 3 in 2024 with many prolonged heavy rains, many cracks and prolonged subsidence appeared.
Here, the cracks and subsidence are 1 - 3m long, 2 - 3m deep and about 800m long. There are also many small cracks, affecting about 7ha. Up to now, the cracks and subsidence points are still continuing to grow wider and there is a risk of landslides on a large scale, especially when it rains and the soil and rocks are saturated with water.
Many households have cracked houses, collapsed foundations, damaged houses and are at high risk of landslides at any time. Up to 111 households with 539 people were affected, of which 60 households with 278 people had to be urgently evacuated from the dangerous area.

For Rang hamlet, Cao Son commune, Da Bac district, due to the impact of heavy rain, cracks and loud explosions appeared at Ao Ech hill behind the hamlet, with a very high risk of landslides down to the residential area. Up to now, this area continues to have cracks and subsidence in the form of steps, at the largest point with a height of about 200m and a slide arc of about 500m long, with a very large volume of landslides and rocks.
Immediately afterwards, the local authorities mobilized 30 households with 126 people to move to a safe place because they were located in a high-risk area. For preschool, primary and secondary school students in Rang hamlet, the People's Committee of Da Bac district directed educational institutions to arrange suitable school locations.
The Chairman of the People's Committee of Hoa Binh province has directed the People's Committees of Lac Son and Da Bac districts to continue applying emergency measures to respond to and overcome the consequences of natural disasters such as: directing functional agencies and local authorities to stabilize accommodation at the evacuation site, supporting people to ensure essential living conditions. At the same time, continue to maintain forces to regularly check and monitor the development of landslides, stretch ropes and put up warning signs, resolutely not allow people to return to their old residences...; be ready with human resources, materials, and means to promptly respond when situations arise.

In addition, the Chairman of the People's Committee of Hoa Binh province has directed the People's Committees of Lac Son and Da Bac districts to review and propose resettlement, interleaving or on-site stabilization plans to promptly complete implementation in 2024. In case of exceeding the local budget capacity, promptly report to the Provincial People's Committee and the Department of Finance for study and arrangement; review locations to determine resettlement areas in accordance with the planning, progress of investment in emergency construction, land use plan, resources, resettlement site clearance plan (if any); the location of the resettlement area must ensure long-term safety and stability for the people; in case of needing to issue an emergency construction order, review and report to the competent authority for issuance according to regulations.
When the natural disaster emergency situation ends, report to the Chairman of the Provincial People's Committee as a basis for announcing the end of the natural disaster emergency situation.
