On the Lao Cai side, there were comrades: Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Do Truong Son, Member of the Provincial Party Standing Committee, Secretary of the Lao Cai City Party Committee; representatives of the Provincial National Assembly Delegation, the Committee for Culture and Society (Provincial People's Council); leaders of a number of provincial departments and branches.
At the meeting, Director of the Department of Labor, War Invalids and Social Affairs of Thanh Hoa Vu Thi Huong reported on the results of labor, employment, vocational training and implementation of 3 national target programs in the province.
The report emphasizes the direction and management of the Party Committee and the government of Thanh Hoa province; the fundamental solutions as well as the specific mechanisms implemented by Thanh Hoa province in areas such as: sending workers to work abroad; coordination with enterprises in forecasting labor demand to orient human resource training; and activities to provide labor market information. Thanh Hoa province has issued a plan to promote human resource training to meet both quantity and quality, not only serving the socio-economic development of the locality but also providing high-quality human resources for provinces and cities in the country.
The report also highlights the implementation of housing support, production land, planning, arrangement, and resettlement of residents where necessary; the implementation, integration, and mobilization of capital to implement national target programs, especially the implementation of career capital; methods of mobilizing socialization in implementing national target programs. The implementation of specific local policies to support communes that have completed the construction of new rural areas, advanced new rural areas, and model new rural areas, etc.
For Lao Cai province, in recent times, the locality has implemented synchronous solutions to increase employment opportunities, aiming at sustainable jobs for workers in the province. The training structure and training professions of vocational training institutions in the province have closely followed the socio-economic development orientation and the demand for human resources in and outside the province.
The province has 14 vocational training facilities spread across the districts. The current rate of trained workers in the province is 68.2%. By the end of 2023, the proportion of workers working in the agriculture - forestry - fishery sector will account for 52.7%; the proportion of workers working in the service sector will account for 28.72%; and the proportion of workers in the construction industry will be 18.58%.
To implement the 3 national target programs, the Provincial People's Council organized 9 additional meetings to specify the requirements of the Central Government. In addition, the province issued more than 300 documents regulating mechanisms, policies, directions, and implementation organization.
The conference spent most of its time exchanging experiences during the implementation process. The two sides exchanged experiences in the methods of direction and management; coordination mechanisms with domestic and foreign enterprises; the issuance of specific mechanisms for localities; experiences in surveying, forecasting the demand for use, and recruiting labor according to each level of qualification, industry, and training profession in order to orient training work to promptly meet the human resource needs of enterprises and the labor market. Regarding the implementation of national target programs, the two sides exchanged results and implementation experiences according to Resolution 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs; projects to support production development in the form of production linkage, support community development, support production development according to tasks; implementation of livelihood diversification projects, replication of poverty reduction models in the tourism and service sectors; methods of implementation, integration and mobilization of capital to implement programs, especially the implementation of career capital; methods of mobilizing socialization during the implementation process...
The leaders of the two provinces discussed some difficulties and problems that led to slow capital allocation and disbursement in some projects of national target programs. Along with that, disbursement procedures, support mechanisms... of some specific projects and sub-projects still have many problems. From there, the two sides shared experiences in removing difficulties for effective implementation in the coming time.
Speaking at the conference, on behalf of the leaders of Thanh Hoa province, Chairman of the Provincial People's Committee Do Minh Tuan expressed his pleasure at welcoming the delegation of Lao Cai province to exchange and learn from experiences. He said that this is also an opportunity for the province to learn from Lao Cai's experience in developing agricultural production models; exploiting local strengths and potentials; developing border gate economy, tourism, etc.
Chairman of Thanh Hoa Provincial People's Committee Do Minh Tuan believes that the sharing of the two provinces in this conference will be the basis and valuable lessons for all levels and sectors of both localities to work together to promote the achieved results, overcome difficulties, shortcomings and limitations, and continue to develop the socio-economy continuously.

Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong suggested that leaders of provincial departments, branches and sectors learn and absorb the experiences and solutions of Thanh Hoa province to continue to improve their capacity in advising and effectively implementing tasks and national target programs deployed in the province in the coming time.
