Avoid the situation of extending and then continuing to delay

According to Vice Chairman of the National Assembly Nguyen Duc Hai, the majority of delegates agreed that the project implementation time should be adjusted. Some delegates suggested carefully assessing the feasibility when only allowing the implementation to be extended until the end of 2024. Some delegates suggested clearly assessing the causes of the delay, having more drastic solutions, and not allowing the situation of continuing to submit to the National Assembly to adjust the implementation time of the next phase.

Some delegates requested a clear assessment of how the adjustment of the implementation time will affect the implementation of the goal of phase 1 to put Long Thanh International Airport into operation by 2025. In addition, most opinions agreed that sufficient capital must be allocated for the project and agreed with the Government's proposal to allow the capital disbursement time to be extended until the end of 2024.

However, many delegates also said that the undisbursed capital had been canceled, the final settlement of the public investment plan for the 2016-2020 period had ended, so the capital disbursement time could not be extended and requested the Government to urgently propose a suitable solution.

Through 3 terms of the National Assembly, the project cannot be stopped.

Agreeing with the need to adjust some of the project’s indicators, delegate Tran Van Tien (Vinh Phuc delegation) explained that the project’s implementation period has expired but the site clearance work has not been completed. If the implementation period is not extended, there will be no site to build Long Thanh airport.

In addition, the capital disbursement time has expired while many project components have not been completed. If the disbursement time is not extended, many construction investment projects will be left unfinished.

Mr. Tien also agreed with the proposal to adjust the project implementation time to the end of 2024, because 2023 is about to end and site clearance work will become more difficult later.

Speaking at the debate on this issue, delegate Ta Van Ha (Quang Nam) said that this project cannot be stopped. Previously, the 13th National Assembly issued an investment policy for the project. Resolution No. 26 of 2016 of the 14th National Assembly advocated allowing the separation of the site clearance project into a separate project for resolution.

Delegates proposed to study the option: The National Assembly should extend this project until 2025 to coincide with the medium-term public investment plan. The remaining issues will be decided by the Government.

Delegate Nguyen Thi Mai Hoa (Dong Thap delegation) stated that the proposal to the National Assembly to allow adjustment of some project indicators is the legal basis for continuing to complete the project. Long Thanh Airport is a national key project with an extremely important role, and the implementation process of any investment project will be difficult to match the original plan.

Delegate Mai Hoa noted that during the project implementation period, Dong Nai province has also proactively proposed many solutions, including the provision of local budget advances to continue paying compensation costs and resettlement support to complete land acquisition for the project and hand over the entire site of phase one.

This shows great political determination and is a very reasonable solution of Dong Nai province ,” said the female delegate.

However, the delegate said that there needs to be a clear commitment from the Government. “ Will the project be delayed, for how long, and apart from this time of adjustment, will there be any other content that needs to be submitted? ” asked delegate Nguyen Thi Mai Hoa.

Avoid renewal but still slow

Speaking at the discussion, delegate Nguyen Thi Viet Nga (Hai Duong) agreed with the policy of adjusting the content of Resolution 53/2017/QH14 of the National Assembly.

However, the Russian delegate suggested a closer assessment of the reasons for the project's delay, especially subjective reasons. From there, effective measures can be taken to overcome the delay, avoiding the situation where the extension has been extended but the delay continues in the future.

According to Ms. Nga, citing the COVID-19 pandemic as the reason is not convincing because the project has been implemented since 2017 and the preparation work had to consider all options and organization methods, so it cannot be said that it is because the project is large and requires many careful implementation steps.

Ms. Nga said that the project of vocational training, job creation, and reorganization of people's lives has been implemented too slowly. Up to now, the project has been completed for nearly two years and has only stopped at surveying needs, organizing conferences, and disseminating vocational training consultation.

For component project 2, there are 11 works including schools, cultural centers, and commune People's Committee headquarters, but so far only three works have been completed. Ms. Nga suggested that they need to be implemented urgently to stabilize people's lives.

Finally, the Russian delegate suggested carefully considering the planning of four high-rise apartment buildings planned for social housing in resettlement areas into plots while there is a policy of concentrating social housing resources, especially in industrial parks and industrial clusters.

Speaking in a debate with delegate Nguyen Thi Viet Nga, delegate Trinh Xuan An (Dong Nai delegation) said that the COVID-19 pandemic has really had a serious impact on the project's progress.

"Voters and people of Dong Nai are looking forward to the early completion of this project. This is a big project, the whole country is watching, so we need to do our best to speed up the progress," said Mr. An.

Only 64 hectares of land have not been handed over yet.

Meanwhile, answering VTC News on the afternoon of November 8, Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province, Quan Minh Cuong, informed that the province has now handed over nearly 100% of the land to the investor ACV to construct the Long Thanh airport project. The remaining 64 hectares of land that have not been handed over are located outside the boundary of the airport terminal, taxiways, and parking lots.

" Even if these 64 hectares cannot be cleared, it will not affect the airport. That is favorable, there is no difficulty, " said Mr. Cuong.

Mr. Cuong added that in these 64 hectares, the land is mainly rubber growing land rented by the Rubber Corporation from the Provincial People's Committee.

" Because the land is leased from the Provincial People's Committee, compensation will be made for the rubber trees, and the money will be returned to the Government. Voters, people, and National Assembly deputies can rest assured about the progress of land handover for the Long Thanh airport project. Up to this point, it cannot be said that the land handover is slow and the province even handed over phase 1 ahead of schedule ," Mr. Cuong emphasized.

Also according to information from Mr. Cuong, currently the entire project still has three households that have not agreed to relocate and the province's view is that in case an agreement cannot be reached and compensation is not received, enforcement can be carried out.

Regarding the proposal to extend the implementation time of the land acquisition project for the construction of Long Thanh airport until the end of 2024, Mr. Cuong said that the land acquisition has encountered difficulties due to both objective and subjective reasons. In which, the objective reason is that from 2020-2022, the impact of the COVID-19 pandemic has led to officials not being able to measure and count, causing the compensation and clearance time to be extended.

Besides, the country's history has never seen such a large compensation. The airport alone is 5,000 hectares, and the outside area is about 5,400 hectares, but it was only done in a very short time, especially completely handed over to the province. Therefore, Dong Nai focused on implementation and at one point mobilized 300 officials from the province and districts to concentrate on solving the problem of site clearance for Long Thanh airport.
