Focus on removing difficulties and obstacles
According to the report on the implementation of tasks in the first quarter of 2025, the province's socio-economy continued to develop, with the industrial production index, total social investment capital, budget revenue, total retail sales of goods and service revenue, and export turnover growing higher than the same period last year. Specifically, the province's GRDP increased by 3.61% (agriculture, forestry and fishery increased by 4.23%, industry and construction increased by 1.31%, services increased by 5.53%); export turnover is estimated at 54.35% of the resolution, up 11.59%; total social investment capital is estimated at more than VND 5,164 billion, up 5.5%; budget revenue is more than VND 2,042 billion, up 4.5%...
The province continues to coordinate with ministries, sectors and localities to prepare the Quy Nhon-Pleiku Expressway Construction Investment Project; accelerate the progress of investment proposals to expand Pleiku Airport; establish and adjust planning levels. In addition, the province has implemented solutions to support production and business enterprises. In the first quarter, the whole province had 250 newly established enterprises, an increase of 4.5% over the same period last year.

The fields of culture, society, health, science, technology, information and communication continued to develop; the work of caring for policy families, people with meritorious services, and social protection beneficiaries received attention and focus. Political security, social order and safety were ensured. Traffic accidents and crimes against social order decreased in all three indicators. The work of inspection, supervision, and enforcement of Party discipline was carried out with focus and key points, closely following the requirements of the Central Committee.
Propaganda, mass mobilization, inspection, supervision, organization and personnel work have been carried out in accordance with regulations; working methods have been innovated, and quality has been increasingly improved. From the beginning of the year to March 15, the whole province has admitted 371 party members. Up to now, the percentage of residential area party cells with party committees has reached 97.27%...
Following the draft report and the actual situation, the delegates focused on discussing, clarifying the limitations and proposing solutions to overcome them. Comrade Trinh Duy Thuan - Member of the Provincial Party Standing Committee, Secretary of the Pleiku City Party Committee - said: Up to now, the city has only disbursed 6.4% of the 774 billion VND of public investment capital. The low disbursement rate is mainly due to problems with land procedures and legal documents. In the coming time, the city will continue to review, adjust and reallocate resources reasonably to speed up the disbursement progress, avoiding outstanding debts in basic construction.

Provincial Party Secretary Ho Van Nien: “The organization of congresses at all levels will take place immediately after the completion of district-level administrative unit activities and the completion of commune-level administrative unit arrangements. Time is urgent and requirements are high, so Party committees, units, and localities, especially leaders, need to promote their roles and responsibilities, focus on leadership and direction in preparing the contents of the congress organization in accordance with the guiding documents of the Central Committee, the province, and the direction of General Secretary To Lam at the national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee held on April 16, 2025”.
Faced with increasingly severe drought, Chu Prong District Party Secretary Dinh Van Dung requested departments and branches to promptly study solutions to ensure a sustainable irrigation system to cope with drought and protect agricultural production. Chu Prong District Party Secretary also recommended that the province soon work with the Ministry of Agriculture and Environment to transfer the Ia Mor irrigation reservoir project to local management. The Irrigation Investment and Construction Management Board 8 (Ministry of Agriculture and Environment) is currently playing a temporary management role, so the work of forest management, protection and management of large semi-flooded areas is facing many difficulties.
Regarding the program to eliminate temporary and dilapidated houses, by April 17, the whole province had started construction and repair of 5,983 houses (reaching 70.51% of the plan), of which 2,372 houses were completed, reaching 27.96%. According to Director of the Department of Agriculture and Environment Luu Trung Nghia, the province still lacks 53 billion VND to implement the program to eliminate temporary and dilapidated houses. The Department continues to advise the Provincial People's Committee to propose the Central Government to support more funding for the locality and soon organize a launching ceremony to join hands to eliminate temporary and dilapidated houses in the province.
There are 77 commune-level administrative units left after the merger.
Regarding the arrangement of the political system's apparatus, the arrangement of administrative units and the organization of two-level local governments, the delegates basically agreed with the Project on the arrangement of commune-level administrative units in the province from 218 communes, wards and towns into 8 wards and 69 communes. In addition, the delegates also proposed and recommended a number of related contents. The Pleiku City Party Secretary suggested that the province should pay attention to the management of large-scale public investment projects and have a plan to hand over to the province for management to avoid problems after the termination of district-level activities; have a plan to ensure the progress of works and projects related to many wards after the merger. At the same time, the province should pay attention to the organization of public service activities in the transitional period when there is no longer a district level and a stable provincial-level apparatus has not yet been formed.
Director of the Department of Finance Do Viet Hung suggested that localities proactively review and develop plans to regulate and arrange public assets after the merger appropriately. Along with that, localities should check all budgets assigned from the beginning of the year and have plans to calculate and handle related debts.

Commenting, Director of the Department of Home Affairs Pham Minh Trung said: “Based on the guidance document of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, the Department will advise on the functions, tasks, and organizational structure for each commune after the merger based on area and population. After that, we will proceed to build a suitable job position framework.”
In addition to the above contents, the conference also agreed on the issue of perfecting the personnel of the Document Subcommittee, the Propaganda and Service Subcommittee of the 17th Provincial Party Congress (term 2025-2030) and the draft reports: a summary of 3 years of implementing Resolution No. 04-NQ/TU dated January 20, 2022 of the Provincial Party Executive Committee on digital transformation of Gia Lai province by 2025, with a vision to 2030; a summary of 3 years of implementing Resolution No. 05-NQ/TU dated January 20, 2022 of the Provincial Party Executive Committee on developing synchronous infrastructure, especially infrastructure of dynamic regions of Gia Lai province by 2030; Review of 3 years of implementing Resolution No. 06-NQ/TU dated January 20, 2022 of the Provincial Party Committee on sustainable forestry development, enhancing livelihoods, increasing forest cover to adapt to climate change in Gia Lai province for the period 2021-2030; review of 3 years of implementing Resolution No. 07-NQ/TU dated January 20, 2022 of the Provincial Party Committee on promoting the attraction of investment resources for agricultural development, processing industry, renewable energy industry and tourism by 2030; review of 3 years of implementing Action Program No. 29-CTr/TU dated January 20, 2022 of the Provincial Party Committee on implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 in Gia Lai province.
Concluding the conference, Secretary of the Provincial Party Committee Ho Van Nien acknowledged and highly appreciated the sense of responsibility, efforts and political determination of leaders of Party committees at all levels, units and localities. At the same time, the Secretary of the Provincial Party Committee requested Party committees at all levels, units and localities to uphold the spirit of initiative, responsibility, urgency, seriousness, determination, and drasticness, making the most of the time to carry out political tasks; ensuring that by June 30, 2025, targets and tasks according to the proposed work programs and plans will be completed.

In particular, continue to strictly implement the direction of the Central and the province on tasks and solutions to implement the socio-economic development plan; focusing on implementing the contents according to the conclusion of General Secretary To Lam at the working session with key officials of Gia Lai province. Proactively carry out forest fire prevention and fighting. Urge and accelerate the disbursement of public investment capital in 2025, especially capital for key projects and projects under the 3 national target programs to ensure quality and efficiency.
Closely coordinate with ministries, branches and localities to promptly complete procedures to submit to competent authorities for decision to start the Quy Nhon-Pleiku Expressway Construction Investment Project in 2025. Regularly urge and resolve to complete the program to eliminate temporary and dilapidated houses in the province before June 30.
Regarding the implementation of the organizational arrangement of the political system, the arrangement of administrative units and the organization of two-level local governments, the Provincial Party Secretary requested that Party committees, units and localities continuously update and closely follow new directives and instructions from the Central Government and the province, and according to assigned functions and tasks, focus on advising and organizing implementation to ensure the set progress.
The Provincial Party Committee's Organizing Committee presides over and coordinates with the Standing Committee of the Provincial Party Committee and relevant Party committees, units and localities to urgently advise the Provincial Party Committee's Standing Committee to issue documents specifying the documents of the Central Committee, focusing on Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Party Congress; Plan No. 47-KH/BCĐ of the Central Steering Committee on the arrangement and merger of provincial and communal administrative units and the organization of 2-level local governments with 35 specific tasks. Closely coordinate with the advisory agencies of Binh Dinh province in advising on the implementation of contents related to the arrangement of provincial-level administrative units according to Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee.
The Provincial Party Secretary also noted: The assignment of tasks must be specific and clear to each Party Committee and unit and must have a time limit for completion; regularly grasp the ideological situation and mood of cadres, Party members, and people and monitor, urge, and report the implementation results for the Provincial Party Standing Committee to monitor and direct. The Provincial Party Secretary assigned the Provincial People's Committee Party Committee to lead the completion of the content of the Project on rearranging commune-level administrative units and implement the next steps in accordance with the procedures and regulations, ensuring progress according to the requirements of the Central Government.
